Council discussion ensued whether to be inclusive of a moment of silence for those
serving, as well as lives lost in Iraq.

Council member McGovern commented on the number of people who have called and
written regarding this issue and it was suggested and it is possible to hold a meeting at the
library. She noted this is a volatile issue, as well as a partisan issue.

Mayor Hosterman indicated there is not Council support to entertain discussion on the war
in Iraq in a Council setting. She indicated she agrees this is the people's house and that
they are owed that opportunity, recognizing there is not Council support for that at this
time. She added she likes the idea of entertaining the possibility of a moment of silence
and perhaps it would make sense to do that right after the pledge of allegiance. Insofar as
the Council is not supportive of a discussion of the war in this forum, it probably does
make sense to invite the public to help put together a different forum where a discussion
can be held. With respect to the request for a moment of silence, she asked how that
might be accomplished.

Mr. Roush indicated that perhaps under Introductory Remarks by Councilmembers, a
Council member could include that in their remarks it would be an appropriate place to do
it. Then it would not have to be a formalized thing.

Councilmember Sullivan indicated he would move forward to promote a community
discussion as suggested by the Mayor.

8. COUNCIL REPORTS

8a. Brief reports on conferences, seminars, and meetings attended by the Mayor and
City Council

Councilmember Brozosky reported that he was at the League of California Cities in
San Diego last week and said he did not use any city funds for the trip. He noted a
couple resolutions that were voted on; two were administrative and two were not.
One was to help cities promote "healthy cities" through a clearing house of
information, and the other resolution was to work with a legislator to introduce a
new bill that would allow cities to have the ability to take cars away from people
that are in excess of speed and/or an exhibition of speed.

9. CLOSED SESSION: The closed session was held at 6:15 p.m.

10. ADJOURNMENT: There being no further business, the meeting was adjourned at 10:40
p.m.

He., ~~'CtfUIlY'Ubmitted,
cp<yf;/J/t'l/!j-C V
'R:arl\P D[az GJ
City Clerk

City Council Minutes

September 19, 2006
