Public Hearing: Review of Community Development Block Grant Consolidated <br />Annual Performance and Evaluation Report for fiscal year (SR 06:233) <br /> <br />Mr. Bocian summarized the staff report and recommended that after the public <br />hearing Council approve the CAPER and authorize submittal to HUD. <br /> <br />In response to Council's request, staff indicated in the future they would include in <br />the report the number of people that were helped by these funds. Staff also <br />clarified funding shown as zero spent for GRID Alternatives. <br /> <br />Mayor Hosterman opened the public hearing. There being no requests to speak, <br />the public hearing was closed. <br /> <br />Motion: It was m/s Thorne/Sullivan by to approve the CDBG Consolidated Annual <br />Performance and Evaluation Report for fiscal year 2005 and authorized submittal <br />to the U.S. Department of Housing and Urban Development (SR 06:233). MATTERS INITIATED BY COUNCIL <br /> <br />Council member Brozosky followed up on absences for Commissioners. He questioned <br />how difficult it would be to change the policy. <br /> <br />Mr. Fialho responded that the ordinance would have to be amended. He indicated that <br />there has been a change in the way the letters have been worded and, in fact, does not <br />see a need for a change in the ordinance at this time. <br /> <br />Council member Brozosky then withdrew his request. <br /> <br />Councilmember McGovern questioned what happens if something in the policy includes <br />"excused absences". Has staff looked at that? <br /> <br />Mr. Fialho indicated they have not and noted anything is possible and if there is a need to <br />streamline it, it could be done. The complaints in the past were more to the nature of the <br />way staff went about requesting the information about the excused absences.
