She also spoke about the historic landmark preservation ordinance and <br />acknowledged it is a Council priority and will come forward within the next year or so. On <br />page vii-32, she noted a typographical error in footnote 27. On page vii-32, Policy 1, she <br />wondered if there should be a statement about protecting the quality of water. She asked <br />if a program 4.11 could be added to "support Zone 7 in implementing its stream <br />management master plan so as to protect and enhance the water quality of streams and <br />underground water." She wanted to make sure there is something in the General Plan <br />that made sure the water quality is protected. She then referred to page vii-34, program <br />4.1 and the discussion of reverse osmosis. She wondered when Council would have <br />discussion about the use of reverse osmosis treated water for roadway medians and golf <br />courses, etc. as a conservation measure. Other communities are doing that. <br /> <br />Principal Planner Stern said the technology is not at a point where it is cost effective to do <br />so. <br /> <br />Council member McGovern felt if the city is looking for long-term conservation, there <br />should be discussion about the use of reclaimed water on the golf course. <br /> <br />Principal Planner Stern said the possibility is being included in the General Plan. <br /> <br />Assistant City Manager Bocian assumed that would be discussed in the future, but did not <br />believe there were any immediate plans. <br /> <br />Director Wolfe said there are no immediate plans, but noted Val Vista Community Park <br />was also double-plumbed for the same reason. In discussions with DSRSD, concerns <br />were expressed about the water quality and the salts in the reclaimed water. Once staff <br />sees that issue addressed, and then it would be open to further discussion. <br /> <br />Councilmember McGovern asked if something could be included in the water element <br />that staff would research the use of water reclamation and reverse osmosis for irrigation of <br />medians and the golf course. She then referred to Policy 5 regarding conservation of <br />water resources, and did not feel the city was looking for ways to conserve water. She <br />wondered if there should be a program or policy that would say that the city would be <br />looking at development in the community trying to find ways to be more water conscious <br />and using plantings of drought-hardy plants, etc. <br /> <br />Mayor Hosterman referred to the Ahwahnee Water Principles, which encapsulate all those <br />opportunities for water conservation. Perhaps Council should discuss whether to include <br />that. <br /> <br />Councilmember McGovern felt conservation meant using natural resources well and trying <br />to save water. <br /> <br />Principal Planner Stern clarified that there are a number of policies in the Public Facilities <br />Element that talk about use of drought-tolerant landscaping, water conservation generally <br />and incentives to be used to encourage that. <br /> <br />Council member McGovern then turned to page vii-41 and indicated she wanted to make <br />sure the gravel pits/chain of lakes is available for public access trails and recreational <br />opportunities.
