<br />Councilmember Brozosky referred to vii-33, Program 1.7, and asked how staff got the <br />definition. He felt exercising and fishing were pretty passive. <br /> <br />Principal Planner Stern said there was controversy about what are passive or active <br />sports. Some people classify just organized activities such as sports and games requiring <br />equipment and fields as active, others classify seemingly more passive things as <br />recreation. Staff could remove fishing, but sports, games and exercising are definitely <br />active. <br /> <br />Councilmember Brozosky commented on vii-36, Program 6.3, about encouraging pervious <br />materials, i.e. grass and concrete strips, decomposed granite, porous pavers) to be used <br />for single-family home driveways. He asked if there was concern about storm water <br />runoff. If a car leaks oil, it will go right into the ground. <br /> <br />Director Iserson said those kinds of surfaces are being considered more and more. They <br />are actually beneficial in terms of runoff. There could be a problem with leaking oil, but <br />that tends to be cleaned as the water percolates through the soil, so the water ends up <br />being clean. <br /> <br />Council member Brozosky asked if there had been discussion with the development <br />community about the maintenance of these types of driveways. He had read that there <br />are problems over time. <br /> <br />Director Iserson said this is not a standard requirement, but one of the tools to be used. <br />There would be discussions with developers on a case-by-case basis. If it seems there <br />will be maintenance or cost issues, then other approaches would be used for clean water <br />runoff. This is encouraged but not required for development. <br /> <br />Councilmember Sullivan inquired about the quarry lands and who had land use control of <br />the area. <br /> <br />Principal Planner Stern said for the quarries within the City of Pleasanton, the City had <br />land use control. Anything within the County jurisdiction would have to receive permits <br />from the County. <br /> <br />Council member Thorne asked if Council had adopted the historic landmark preservation <br />ordinance that is referred to in Program 9.3 on page vii-41. <br /> <br />Principal Planner Stern said no. Staff presented a draft ordinance to the Planning <br />Commission a few years ago and the matter stalled at that level. She acknowledged <br />Council's desire to adopt this and staff is looking at ways to move the matter forward. <br /> <br />Council member Thorne then talked about Program 13.5 on page vii-43 that relates to rail <br />corridors, etc. He felt the way it was worded; it prevented the city from using the one <br />downtown as a parking lot. <br /> <br />Principal Planner Stern said that would allow uses such as trails to be there, but staff can <br />refine the wording to make certain it can be used for parking. <br /> <br />Council member McGovern expressed concern about the use of Diazinon and felt the <br />community should know that it was banned and phased out of production by the end of <br /> <br />General Plan Workshop Minutes <br /> <br />7 <br /> <br />August29,2006 <br />
