It is necessary to <br />weigh in on the traffic impacts versus the impacts to neighborhoods. <br /> <br />Council member Brozosky said there are some large elements, such as the connection of <br />Busch Road to EI Charro that could have a major change to the model. He believed this <br />meeting was the time to discuss that and decide if it should be in the model or not. <br /> <br />Director Iserson said staff did not raise that point, because that is in Alternative B and has <br />been discussed and voted on. <br /> <br />Councilmember Brozosky said part of the presentation by staff was to not widen certain <br />streets. He believed that would affect other things like traffic signals and turns, such as on <br />Hopyard at Del Valle. If that or other streets are not widened, he asked if it made sense to <br />add a traffic signal. <br /> <br />Sr. Transportation Engineer Tassano indicated staff had looked at that. They were trying <br />to minimize the number of changes to the document, since it was approved. With a <br />reduction of lanes on Hopyard and a signal, they can see if it runs at level of service A. It <br />is a simple modification to see how it would run as an all way stop as it is now. Staff would <br />determine later whether to add a traffic signal. <br /> <br />Councilmember Brozosky asked if a bridge would be necessary if Bernal and Vineyard are <br />two lanes. <br /> <br />Director Wilson indicated that has been debated for a couple of years. One reason to do <br />the bridge was because of the fire station and the need for a through route. Staff will <br />continue to review this situation because of the major cost that would be involved. <br /> <br />Councilmember Brozosky asked how a future Council would know what had been <br />modeled for a General Plan. <br /> <br />Director Iserson explained that information would be provided in the annual traffic baseline <br />report. This is always reviewed and approved by Council and would be a record of <br />improvements. The General Plan is more of a policy document. <br /> <br />Council member Brozosky believed people moving in to a new house would look at the <br />General Plan to see what would be occurring around their homes regarding street <br />widenings, etc. He felt there should be more detail in the General Plan. He referred to the <br />staff recommendation and asked if the model was for 17 new traffic signals. <br /> <br />Sr. Transportation Engineer Tassano said there would be 16 with the removal of the one <br />at Castlewood. <br /> <br />Councilmember Brozosky asked if it also included the changes at Santa Rita, Francisco <br />and Alisal. He believed that was a change to the 1996 General Plan. Staff agreed. <br /> <br />Director Iserson said the Commission recommended the change that would eliminate <br />traffic crossing Santa Rita on Black Avenue and to redirect the traffic up to Francisco. <br /> <br />Council member Brozosky felt the policy should be discussed with the School District <br />before making that change.
