<br />City Manager Fialho responded that this is why the financing plan is the way it <br />is. He indicated the financing plan has drawbacks from the standpoint that as <br />more developments come in; and if the improvements have been constructed <br />then the costs of those improvements are spread over fewer units, cause the <br />fee per parcel being higher and cost prohibitive for property owners with a small <br />number of units. <br /> <br />Council member McGovem questioned whether the shortfall included the <br />reimbursement from Signature Properties. <br /> <br />Mr. Wilson responded that the assumption is the City is not receiving any <br />funding from Signature Properties in terms of our worst case analysis; it also <br />assumes some of the properties would not be developed in the Specific Plan <br />area. <br /> <br />Councilmember McGovern questioned whether the agreement to build the road <br />to the tank included a cap not to exceed a certain amount. <br /> <br />Mr. Wilson said no. <br /> <br />In response to Council member McGovern, Mr. Wilson advised that the final <br />roadway design has been reviewed but not approved; currently it does not <br />contain enough detail to estimate the cost and go out to bid. <br /> <br />Council member McGovern questioned the amount of reimbursement. <br /> <br />Phil Grubstick, Assistant Director of Public Works responded that Greenbriar <br />has received reimbursement for funds it spent prior to construction starting. <br />Centex has also received a reimbursement. There is approximately $300,000 <br />left for reimbursement. <br /> <br />Vice Mayor Sullivan questioned the increased costs and if it were due to the <br />larger tank size. <br /> <br />Mr. Wilson indicated between 2002 and 2004 there was an increase in the <br />water usage of 200,000 gallons. He said staff would return to Council before <br />the financing plan is established. He noted that the City did not want to take <br />the chance of any water shortages. <br /> <br />City Manager Fialho indicated the consumption is not specific to Ruby Hill. The <br />financing plan for the water improvements is not specific to the Vineyard area. <br />He believed there was a contribution to be made by either the City or through <br />user rates for financing the improvements. <br /> <br />Vice Mayor Sullivan inquired on how the vineyards are being watered. <br /> <br />City Council Minutes <br /> <br />6 <br /> <br />August 15, 2006 <br />
