<br />Mr. Cusenza advised that the vineyards in the Vineyard Corridor area use <br />untreated water from Zone 7. <br /> <br />Vice Mayor Sullivan asked if the original tank estimate included the property for <br />the tank. <br /> <br />Mr. Wilson responded that the 2002 estimate, which was fairly low, was based <br />on a different roadway concept. He explained that in 2004 the estimate <br />increased to $650,000, understanding the City would build the road for the <br />development as a condition in exchange for receiving the land for the water <br />tank. The 2002 estimate did not include the property for the tank. <br /> <br />Vice Mayor Sullivan invited public comment. <br /> <br />Mary Roberts said she had no problems with the road, the tank or the Reznick <br />PUD, however, she expressed concem regarding the financial plan and the <br />increased costs for property owners that are last to develop their property. She <br />questioned why the City was not addressing this issue in closed session, <br />regarding real estate negotiation, since it is a trade off for buying the property in <br />exchange for developing the road. <br /> <br />Steve Brozosky addressed the Council as a member of the public. He <br />indicated he had no concems with the development or the tank. He stated he <br />was concemed about the financing. He believed Council should not approve a <br />project without a financing plan, and noted the City was not aware of the costs <br />to the public or the residents that live in the specific plan area. He said the <br />price is rising significantly and that the development has already taken place. <br /> <br />Vice Mayor Sullivan closed the public comment period. <br /> <br />Vice Mayor Sullivan questioned staff regarding the urgency of the item and <br />whether it was due to the water system exceeding capacity by 2007 and the <br />ramifications of that, should the project not move forward. <br /> <br />Mr. Wilson responded that the City would like to complete the project by 2007. <br />If the project does not move forward, it would have to be re-bid which could <br />result in higher costs. <br /> <br />Vice Mayor Sullivan inquired when staff would be able to present a financing <br />plan to Council. <br /> <br />City Manager Fialho noted that the longer the City delays the issuance of the <br />contract on the water tank there is a potential for increased costs. He noted <br />that the City does have enough money to build the water tank as money has <br />been set aside for the water improvements.
