<br />other infrastructure needs, to be presented with the next contract for the <br />completion of the access road, the VCSP pump station or the VCSP turnout <br />improvements. <br /> <br />Councilmember Thome questioned whether the Zone 7 turnout cost was the <br />City's complete responsibility. <br /> <br />Mr. Wilson responded that the existing turnout has a manual control valve that <br />provides a back-up system for water in the area. The City's agreement with <br />Zone 7 is that the City covers the costs of improvements to the area. <br /> <br />Council member Thorne addressed the storage deficit and asked if construction <br />of the 1.4 million gallon water tank would be adequate. <br /> <br />Mr. Wilson explained the factors for determining the storage deficit. He noted a <br />component for fire flow would be included. <br /> <br />Councilmember Thorne expressed his concems about the exploding costs, and <br />staff's indication that the escalation factor would increase by 20% per year. <br /> <br />Council member McGovem shared her concerns in approving a project without <br />a financing plan. She indicated the amounts were different than what she read <br />in the VCSP. <br /> <br />Steve Cusenza, Utility Manager, informed Council that the formula is fairly <br />complicated. He stated the Specific Plan was adopted in 1999 but the <br />financing document came later and had different percentages. <br /> <br />Councilmember McGovern asked if residents' purchasing property in the area <br />would receive information about the financing plan and be informed of their <br />obligations. <br /> <br />Mr. Cusenza responded that all property owners and developers were involved <br />in the Specific Plan and Financing Plan process. <br /> <br />Council member McGovern inquired whether the financing plan addressed <br />future wineries and event centers who build in the Vineyard Corridor and the <br />expectation that they participate in funding the infrastructure. <br /> <br />Mr. Cusenza responded that the financing program does include benefiting <br />properties other than what was envisioned in the financing program; and there <br />are provisions to reallocate and adjust costs. <br /> <br />Council member McGovern questioned whether a cap would be placed on what <br />residents would be charged and whether the City would research other <br />avenues to generate user fees. <br /> <br />City Council Minutes <br /> <br />5 <br /> <br />August 15, 2006 <br />
