<br />Meeting open to the public: <br /> <br />Jim Simmons representing the Sandia National Laboratories in Livermore <br />introduced himself as the new Community Relations Officer and advised he <br />would attend council meetings in the Tri-Valley region. <br /> <br />Carla McGree addressed Council regarding the noise and volume of traffic on <br />Valley Avenue between Stanley and Santa Rita by large transport trucks at all <br />hours of the day. She asked that Council consider addressing this issue and <br />consider improving the problem. <br /> <br />Rob Wilson, Public Works Director mentioned that staff has been working on <br />this issue to identify the transport trucks. Staff has been working on fact finding <br />and solutions and informed Ms. McGree that the traffic department is working <br />on the issue and will be in contact with her. <br /> <br />Angelina Summers addressed Council regarding a dead bird found during her <br />walk on August 9, had not been removed and questioned the City's policy for <br />removal of dead animals, specifically birds, due to the threat of West Nile Virus. <br /> <br />City Manager Fialho stated that it is the City's responsibility to assist the <br />Alameda County Mosquito Abatement District, which is the lead agency <br />handling the West Nile Virus reports. He noted that the Mosquito Abatement <br />District is scheduled to make a presentation at the September 5 City Council <br />meeting. <br /> <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />a1.Approval of plans, specifications and award of construction contract for the <br />Vineyard Hills Reservoir and rough-graded access road project. (SR 06:201) <br /> <br />Councilmember Brozosky recused himself from the item because he owns <br />property within 500 feet of the project and left the dais. <br /> <br />Public Works Director Wilson introduced the staff report noting that the <br />Vineyard Hills Reservoir is the first of four major water system improvements <br />required to be built in order to supply water within and to the Vineyard Avenue <br />Corridor Specific Plan area. He outlined staff's recommendation for approval of <br />the plans and specifications and award of the construction contract to Gateway <br />Pacific Contactors Inc., approval of an amendment to an existing construction <br />management contract with Tetra Tech Engineers, and authorization of an <br />appropriation of $1,100,000 from the current fund balance in the Vineyard <br />Avenue Corridor Specific Plan fee account into the VCSP Water Facilities <br />Project to fund the reservoir construction and construction management <br />portions of the project; approval of the First Amendment to the Purchase and <br />Sale Agreement for the tank site parcel acquisition and to direct staff to develop <br />a financing plan for the remaining portions of the VCSP water facilities and <br /> <br />City Council Minutes <br /> <br />4 <br /> <br />August 15, 2006 <br />
