<br />Council member McGovern questioned why the cities did not meet as a Liaison <br />Committee to discuss the issue and enter into a Memorandum of <br />Understanding to obtain the information. <br /> <br />City Manager Fialho responded that the City would have access to any data <br />received. <br /> <br />Councilmember McGovern questioned whether a baseline had been <br />established for the 2003 study and believed the City should have <br />documentation in writing if it plans to participate. <br /> <br />Council member Thorne indicated his concerns in regards to noise monitoring <br />and believed there is no standard. Noise is mostly perception. He inquired how <br />much noise is considered too much noise and would like to see that information <br />in writing before issuing a $93,000 check. <br /> <br />Vice Mayor Sullivan questioned what the previous noise study outcome was <br />and requested information as to what the Livermore Airport expansion plans <br />were. <br /> <br />Mr. Wilson responded there were several noise monitoring stations set up as <br />part of a study the City conducted several years ago. <br /> <br />Vice Mayor Sullivan requested Council receive copies of the prior study and <br />whether there was data as to the number and kinds of planes coming in and out <br />of the Livermore Airport. <br /> <br />Motion: It was moved by Sullivan to approve participating in the study, <br />including the financial contribution. <br /> <br />Council member McGovern questioned why the Pleasanton committee had <br />disbanded. <br /> <br />Mr. Wilson responded the committee disbanded after its process was <br />completed. <br /> <br />City Manager Fialho indicated the mission of the committee was to prepare the <br />report and then disband. <br /> <br />Council member McGovern noted if the City plans to participate in the financing <br />plan she would like Livermore to enter into a memorandum of understanding <br />with Pleasanton concerning the results of the noise study. <br /> <br />City Manager Fialho believed that if the Pleasanton engages Livermore, the <br />process would be productive. However, he did not believe the recommendation <br />to earmark the money with conditions would be beneficial. He further <br />recommended that Council not allocate the financing at this time.
