<br />Mr. Wilson noted it was never stated that a new standard would be set; the <br />understanding was that the airport would be able to verify complaints. <br /> <br />Council member McGovem questioned how the City of Livermore planned to <br />pay for their portion as she believed the City of Pleasanton would need to pay <br />its portion from the General Fund. <br /> <br />City Manager Fialho responded payment would come from the General Fund. <br />He believed Livermore's portion would come from its Airport Enterprise fund. <br /> <br />Vice Mayor Sullivan inquired how the airport planned to monitor expansion. <br /> <br />City Manager Fialho responded that the airport commission meets from time to <br />time; City of Pleasanton staff attends and Mr. Wilson monitors the activity. <br /> <br />Vice Mayor Sullivan invited public comments. <br /> <br />Terry Smith addressed the Council regarding her concerns of the noise the <br />airplanes make over Mohr and Fairland schools. She believed any data <br />information received is powerful. She noted the smaller planes do not bother <br />residents but the larger planes do. She believed the Livermore Airport <br />advertises fuel operations any hour day and night. She suggested Council <br />consider participating and paying for the noise monitoring. <br /> <br />Joe Ely shared his concems regarding the Livermore City Council and staff. It <br />was his belief that they acted in a misleading manor. He read a preprinted <br />letter to the Council regarding the Livermore Airport Master Plan (LAMP) and its <br />expected expansion. He urged Council to prevent the further degradation of <br />the lives and property of Pleasanton residents and believed the noise <br />monitoring must be done in order to establish a baseline to halt further airport <br />changes that cause noise. <br /> <br />Kevin Ryan addressed the Council with his belief that if the City participates in <br />the noise monitoring, it would send a message throughout the Tri-Valley that <br />the City is serious about the airplane noise issue. <br /> <br />John Baum addressed the Council with his concems regarding the airport and <br />airplane noise. He questioned the cost to participate in the noise monitoring <br />and what were the City benefits from participating. <br /> <br />Vice Mayor Sullivan closed the public comment period. <br /> <br />Council member Brozosky commented on what the Livermore Airport could <br />monitor such as flight patterns and flight hours. He noted that the airport could <br />monitor who obtains hangars at the airport.
