<br />c. General Plan Update of considering refinements to the 'Working Draft" <br />circulation (roadway) network. City Manager Fialho advised that this item was <br />pulled from the agenda and has been scheduled for a workshop/special <br />meeting on August 29, 2006 at 6:30 p.m. (SR 06:204) <br /> <br />d. Livermore Airport Noise Monitoring. <br /> <br />Rob Wilson, Director of Public Works, summarized the staff report and noted <br />that the Mayor of Livermore wrote a letter to the Mayor of Pleasanton <br />requesting that the City commit to participating in the cost for a noise <br />monitoring system for the Livermore Airport. The amount of the commitment <br />was a two-fifths share, or approximately $93,550. He indicated staffs from <br />Pleasanton and Livermore have met to discuss the details of the noise <br />monitoring system, and while staff believes there is a benefit to Pleasanton <br />residents from the installation of the system, the Airport drives the need for the <br />system. Staff recommends that Council direct staff to work with the City of <br />Livermore to locate airport noise monitors in Pleasanton but decline to <br />participate in sharing of the costs for the noise monitoring system. (SR 06:206) <br /> <br />Councilmember Thome questioned what standards would be applied to the <br />data received. <br /> <br />Mr. Wilson stated there were no standards; the data is simply collected; Noise <br />complaints are handled directly with the pilots and there are no regulations <br />under the FAA that gives the ability to stop any airplane from using the airport <br />based on noise. <br /> <br />Council member Brozosky questioned whether the Livermore Airport was <br />requesting to expand. <br /> <br />Mr. Wilson noted at the last Livermore Council meeting there was no request to <br />expand the operations other than to approve hangars. There action would not <br />expand the number of airplanes flying in and out of the airport. <br /> <br />Council member Brozosky questioned what the data would be collected; the <br />airport already has equipment to track noise and record the information of the <br />airplanes. <br /> <br />City Manager Fialho noted that this would be a better way to collect the <br />information; the data analysis would be more refined of where the noise points <br />are in the Livermore and Pleasanton areas. The data would be useful in airport <br />operations and to educate pilots. <br /> <br />Councilmember McGovem questioned whether the procedure included a noise <br />standard being set to monitor the acceptable decibels which is 65 decibels in <br />Pleasanton. <br /> <br />City Council Minutes <br /> <br />12 <br /> <br />August 15, 2006 <br />
