<br />Mayor Hosterman invited public comments. There were no speakers. The public <br />comment period was closed. <br /> <br />Mr. Fialho asked for clarification on the language. <br /> <br />Mr. Brozosky agreed that using ''will" was fine. The next step will be funding the project. <br />The question may come up about how much the project will cost. He asked if costs of the <br />project were discussed during the development of the ballot argument. This is moving it to the <br />next step. <br /> <br />Ms. McGovern noted that there will not be a "Grant Park" without the support of the <br />public voting "yes", no matter how much money is available. <br /> <br />Mr. Brozosky inquired if a fiscal analysis should be included in the ballot argument. <br /> <br />Mr. Roush clarified that a fiscal analysis was not prepared along with this argument. It is <br />not necessary. <br /> <br />Mr. Fialho clarified that the Specific Plan was adopted and it does not have a financing <br />component. <br /> <br />Ms. McGovern asked that when this is printed, would it have the correct "measure" letter <br />in the language. <br /> <br />Ms. Seto clarified that the Alameda County Registrar of Voters sets the letter for the <br />Measure. <br /> <br />Ms. Seto read the language for the record. <br /> <br />It was moved by Mr. Brozosky, seconded by Mr. Thorne to approve the following <br />ballot argument: Argument in Favor of Measure _ <br /> <br />A "yes" vote for Measure _ provides unique opportunities for Pleasanton residents of <br />all ages. The 318-Acre Bernal "Grand Park" has been designed around a framework of <br />woodlands, meadows and wetlands. The scenic Pleasanton ridge view corridor and the <br />arroyo natural riparian habitats are protected. Trails and paths intertwine throughout the <br />park and connect to regional trails. Cultural and rural heritage will be showcased <br />through agricultural and Native American historical reflective areas. Open space will <br />dominate the grand park concept. Community facilities such as lighted sports fields, an <br />outdoor amphitheater, children's play areas, outdoor basketball courts, a <br />teen/community center and cultural arts facilities including a theater, art classrooms, <br />gallery and rehearsal space will be clustered to maximize open space and the sharing of <br />facilities, while minimizing infrastructure costs. <br /> <br />This vision for the 318-acre Bernal "Grand Park" is reflected in the Bernal Property Phase <br />"Land Use Plan. This plan was approved unanimously by the City Council on May 16, <br />2006. There has been significant involvement from various stakeholders throughout the <br />community including the Parks and Recreation Commission, Planning Commisaion, <br />Civic Arts Commission and Youth Commission.
