Mr. Brozosky commented that the plan allows for multiple uses throughout the property.
He wanted the language to show some enthusiasm.

Ms. McGovern stated that one of the goals is to highlight the cultural goals as stated in
order to get some excitement in the language.

Mayor Hosterman stated her concern that future voters may think they may have the
option to vote on individual land uses each time. She cited several specific projects and
facilities.

Mr. Fialho stated that land use provisions are memorialized in the measure and the
Specific Plan documents. This is an argument in favor of the initiative.

Mr. Roush clarified the use of "will" in the argument.

Ms. McGovern stated that the Council wanted to 'paint a picture' for voters so that voters
could see what could happen on the property.

Mayor Hosterman wanted to ensure that there is not a situation in the future where
voters think that they have the opportunity to vote on specific projects. Secondly, she liked the
last sentence and suggested that it be placed first.

Ms. McGovern said that she showed the proposed ballot language to people and they
thought that it should show many options for the use of the property, not just a sports park.

Mr. Brozosky said that he would want to begin the argument with an affirmative
statement.

Mayor Hosterman suggested that the argument open with the last sentence.

Mr. Brozosky disagreed with the wording in the proposed last sentence as being too
technical; he liked the way it is written.

Mayor Hosterman would like the statement to conform to the "Bernal Grand Park" term,
as agreed earlier, and then continue with the "yes vote" language.

Ms. McGovern said that she likes it to begin and end with a "yes" vote. She suggested
the argument remain as submitted.

Mayor Hosterman asked where else could this language be placed other than at the

end.

Ms McGovern said that she liked the placement where it is located.

Mr. Brozosky stated since all signatures and titles of the Council are going to be
included, that will show the excitement.

Mr. Thorne said that he liked the last sentence as proposed.

Pleasanton City Council
Minutes

13

06120/06
