<br />Ms. McGovern indicated she supports the Housing Commission recommendations. <br />She supports the reserve of approximately $3 million for the redevelopment of Kottinger Place <br />and Pleasanton Gardens and approximately $3.7 million for new rental units for low and very- <br />low income households. She further stated that if a review of the programs indicates that the <br />CDBG funds not cover administrative costs, then the City should consider the General Fund <br />absorbing the costs. We should look to leveraging our funds with other sources in order to <br />maximize the efficient use of the fund and encourage the use of funding the repays the fund <br />over time, such as pre-development, construction loans, second mortgages and down payments <br />assistance programs. She requested the Housing Commission look into the Inculsionary <br />Zoning Ordinance and the CIO fees that have been discussed and decide if they should be <br />adjusted. <br /> <br />Mr. Fialho responded the IZO and CIO fees were last adjusted in 1998. <br /> <br />Ms. McGovern asked if the fees were adjusted yearly for inflation. <br /> <br />Mr. Bocian said yes. <br /> <br />Mr. Fialho said the fees should be reviewed in the context of other development impact <br />fees. When fees are raised, they are raised as a package. <br /> <br />Ms. McGovern questioned rental subsidies and what the City was currently spending. <br /> <br />Mr. Bocian responded nothing. <br /> <br />Ms. McGovern questioned the large amount of money and whether an endowment <br />should be set up. <br /> <br />Mr. Bocian responded staff would like to hear from Council a general interest in pursuing <br />this concept. If Council is intrigued by the concept, staff would return specific numbers as to <br />how much money the City should put towards the program. <br /> <br />Mr. Brozosky indicated he supports the ideas as presented by the Housing Commission. <br />He is concerned about the escalating operating costs. He believes it is important to look at <br />shifting Inculsionary zoning and to consider a fee waiver. <br /> <br />Mr. Sullivan indicated his interests are in learning more about the rental subsidy reserve. <br /> <br />Ms. Hosterman agreed with the report and is interested in finding out about rental <br />subsidy programs. She wants to ensure Council direction allows for flexibility. She appreciates <br />what is being done in Pleasanton and the Tri-Valley Regional efforts. <br /> <br />It was moved by Mr. Brozosky, seconded by Mr. Sullivan, to direct staff to retain <br />short-term and long-term potential general uses for the Lower Income Housing Fund as <br />outlined in the staff report and to retain high priority projects and potential reserves for <br />their completion as reflected in the staff report as a road map upon which future <br />decisions may be based; to include existing housing stock and new projects as a reserve <br />for new low and very-low income developments reflected in the report; and to include a <br />specific line item for second mortgages and the homebuyer assistance program. <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />14 <br /> <br />04/18/06 <br />
