<br />The roll call vote was taken as follows: <br />AYES: Council members - Brozosky, McGovern, Sullivan, Thorne and Mayor <br />Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br /> <br />6c <br />Review of Draft Public Facilities and Community Proarams Element of the General Plan <br />(SR 06:097) <br /> <br />It was moved by Mayor Hosterman, seconded by Mr. Thorne, to continue item 6c <br />to a special meeting. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne and Mayor <br />Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br /> <br />6c <br />ADDroval of Annual Action Plan for the Use of Federal Community DeveloDment Block <br />Grant (CDBG) Funds for Fiscal Year 2006 (2006-07\ (SR 06:111) <br /> <br />Steve Bocian, Assistant City Manager, presented the staff report. <br /> <br />Ms. McGovern indicated emails received from elected federal officials including Diane <br />Fienstein having advised the City of the possibility of losing federal CDBG funds. She asked <br />whether the City had already received the funding for this year? <br /> <br />Mr. Bocian responded this is the funding for the upcoming year. <br /> <br />Ms. Hosterman stated the US conference of Mayors has been extremely active in <br />making this issue a high priority. A letter has been sent in support, <br /> <br />Ms. McGovern questioned the statement that the Bernal Property will provide <br />opportunities for new housing developments should future conditions and community needs <br />warrant was true. <br /> <br />Mr. Fialho responded staff needed to clarify the statement. <br /> <br />Mr. Thorne stated that the staff report indicated the City is carrying forward the previous <br />years priorities, which were approved, as well as excerpts from the General Plan Housing <br />Element. The report also indicates the City received certification in 2003 but does not indicate <br />the City was ever decertified.
