<br />Mr. Fialho stated the additional three development impact fees- park-in-Iieu which is <br />used for acquisition of park land, the public facilities fee which is used for various public <br />improvements throughout the community, and the traffic impact fees are all capital in nature. <br /> <br />Mr. Sullivan questioned the list of potential strategies and ways to achieve them and <br />whether the Housing Commission went into detail to implement them. <br /> <br />Mr. Bocian responded the Commission focused on ensuring that new development has <br />a high level of affordability. <br /> <br />Mr. Sullivan in general agreed with the Housing Commission focus on low and very-low <br />income rental units in order to achieve a more balanced community. He agreed with the <br />comment that even though regional numbers assigned by ABAG are important, the City should <br />be focused on its needs. <br /> <br />Mr. Bocian responded that when the City forms the Tri-Valley Housing Opportunity Center <br />the Council would be involved. <br /> <br />Mr. Sullivan questioned how the ideas are implemented proactively without waiting for <br />developers to request first. He wondered how the City could discuss with developers up front <br />about affordability. <br /> <br />Mr. Bocian responded that when developers approach the City, the City informs the <br />developer about the affordable housing requirements and explores the opportunity for affordable <br />housing within a development. The City informs the developers its willingness to be involved as <br />a financial partner in the development. He said currently the City has not been as aggressive in <br />the area of existing units. <br /> <br />Mr. Sullivan questioned whether representatives of the Hacienda Business Park had <br />been contacted and whether discussions had taken place regarding maximizing affordability in <br />the Business Park. <br /> <br />Mr. Bocian said staff has held preliminary discussions with the developers at the <br />Stone ridge Mall Road site and could discuss affordability with representatives from the <br />Hacienda Business Park. <br /> <br />Mr. Fialho commented that the difficulty with the Business Park is that no firm proposal <br />has been received. <br /> <br />Mr. Sullivan indicated he supported the ideas as presented in the staff report. <br /> <br />Mr. Thorne indicated he agrees with the Housing Commission recommendations, focus <br />and priorities. He reemphasized that if the City rezones the land, developers will approach the <br />City.
