<br />Mr. Bocian responded the City has programs related to first time ownership are for <br />searching and locating available apartments. The City provides literature and workshops on the <br />available programs. <br /> <br />Mr. Thorne questioned the high salaries and administration costs in the report. <br /> <br />Mr. Bocian responded the salaries indicated in the report are for the Assistant City <br />Manager, Housing Specialist and a Housing Intern. <br /> <br />Mayor Hosterman invited public comments. <br /> <br />David Stark, a member of the Housing Commission, commented and clarified his <br />understanding of the Commission's recommendation. The low-income housing fund is a unique <br />resource and is more flexible then the federal and state resources. He asked Council to <br />consider any future allocation of the resource to create new long-term affordable units or <br />convert existing units to long-term affordability. <br /> <br />Ms. Hosterman questioned the rental subsidy program, which creates an entitlement and <br />then eliminates it in the future. <br /> <br />Mr. Stark stated the program as presented will be based on an endowment and the <br />interest would pay for the program. Additionally, the Commission would prefer the rental <br />subsidy tied to additional affordable units. <br /> <br />Mr. Sullivan asked if the Housing Commission differentiated between rental and <br />ownership. <br /> <br />Mr. Stark stated the Commission is concentrating on rental programs. <br /> <br />Terry Broderick a Pleasanton resident representing the Citizens for a Caring Community, <br />believed the top priority use of low-income housing funds at the present time should be the <br />creation of very-low income housing units to meet the City's regional fair-share affordable <br />housing need of 750 very low-income units. The revamping of Kottinger Place and Pleasanton <br />Gardens should be considered the highest priority, as the current need is urgent. The second <br />priority should be given to the creation of new affordable rental units for the group of low-income <br />residents that are employed in Pleasanton and have no plans of purchasing homes. <br /> <br />Becky Dennis, a Pleasanton resident, questioned if administrative costs were charged to <br />other funds collected from developers and whether those costs should be charged to the <br />General Fund. She suggested Council formally amend the policy and guidelines to reflect new <br />priorities. <br /> <br />Mayor Hosterman closed the public comments. <br /> <br />Mr. Bocian stated the City conducted a major study in the early1990's by trying to align <br />City expenses with specific revenue and the Council decided to utilize the low-income housing <br />fund to offset the costs.
