<br />Mr. Thorne requested support to agendize the Memorial Gardens Cemetery issue. <br /> <br />Council supported staff's direction to request the Oddfellows of Livermore to extend the <br />options by an additional six months which would allow staff additional time to analyze the study <br />completed and determine whether additional questions need to be answered and at the same <br />time, provide Council the opportunity to hear the matter in a public session. <br /> <br />Ms. McGovern requested support to agendize the establishment of a blue ribbon <br />committee to develop traffic improvement options for the Happy Valley area and to include <br />amending Resolution 03-008, a resolution regarding the Happy Valley Bypass Road alignment. <br /> <br />Mr. Brozosky concurred with Ms. McGovern's request. <br /> <br />Mr. Roush said the staff report would include a recommendation to amend Resolution <br />03-008, that stated that the City would only study the bypass road as shown in the Specific Plan <br />so that the Council direction is consistent with that if it will have the Committee consider other <br />alternatives. <br /> <br />Mr. Brozosky said he wanted to have the County involved. <br /> <br />Mr. Fialho said that initially, staff envisioned the composition of the Committee to include <br />five to nine representatives from the Alisal Improvement Club and County representation. <br />Initially, the concept was to consider short-term traffic calming devices on the loop roads and <br />the second phase of the Committee work would be to consider a solution for the bypass road, <br />either the current alignment or alternate alignments. Staff has been asked by the County to <br />pause on the issue of traffic calming in an attempt to allow the County to work through this <br />issue. He believed the Committee would gear up towards a long-term solution rather than a <br />short-term solution. <br /> <br />There was consensus by Council to place this item on its February 21 agenda. <br /> <br />Mayor Hosterman indicated that she might consider in the future, asking Council to <br />entertain the idea of sending a letter in support of the Governor's request for a waiver of the <br />federal Clean Air Act's two percent oxygenate requirement for California. <br /> <br />Mr. Sullivan concurred with Mayor Hosterman. <br /> <br />Mr. Brozosky wanted Council to focus on Pleasanton issues. He encouraged <br />Councilmembers to speak with its federal and state representatives. <br /> <br />Mr. Brozosky requested support to agendize discussion and review of the City's <br />ordinance as to whether City Commissioners could be employed in any capacity with the City, <br />particularly as it related to Youth Commissioners. <br /> <br />Mr. Fialho said there is a provision in the Ordinance related to commissioners that <br />precludes employment with the City if commissioners would be employed in a capacity that is <br />related to their commission work. The gray area that is not clearly defined is does a youth <br />commissioner come into conflict with this provision if he or she is employed in the Parks and <br />Recreation Program, which becomes a policy issue on the part of the Council.
