Mr. Brozosky asked what the committee considered entertainment?

Mr. Olson noted the firehouse arts center and Ms. Mitchell noted the
entertainment activities at the fairgrounds.

Mr. Brozosky pointed out requests he had received for bowling alleys and movie
theaters. The kids in the city say there is nothing for them to do.

Mr. Paxson said that when reviewing the retail trends, there is a convergence of
retail and entertainment. He said there is an underlying message of looking at retail so
it meets some of the entertainment ideas. The cachet of downtown meets that criteria,
particularly when one considers the theater and other components that makes it of more
interest to a broader range of people.

Mr. Brozosky referred to Goal 5, increasing housing opportunities. He asked if
this should be reviewed more regionally and noted Pleasanton has a large business
park while Dublin has the housing and as a region there is cooperation. He also
referred to housing and traffic and noted there are other elements of the General Plan
that directly address that. He felt there were some elements of this strategic plan that
are in conflict with the General Plan. He asked if this plan is adopted and there is
something inconsistent with the General Plan, would those items be removed from the
Strategic Plan? He asked how the EVC felt these conflicts should be handled?

Mr. Olson believed it was the responsibility of the Council to resolve conflicts and
inconsistencies.

Mr. Brozosky preferred to work with the Committee to resolve these problems.

Mr. Walden felt the Committee's job was to make the best decisions on the
things within the purview of the Committee. There may be differences of opinion
between the Committee and Council and he felt that was okay. The final decision was
with the Council.

There was a break at 7:48 p.m.

The workshop reconvened at 7:55 p.m.

Mr. Brozosky referred to Goal 5 and said he did not see any strategies to identify
sources of funding for housing. There is a reference to working with non-profits to find
grants. He commented on work force housing at a cost of $350,000 to $600,000 and
what it takes to do that without subsidies. He was uncertain if the Committee had talked
about ways of funding some of the below market rate units. Would it be subsidized
through inclusionary housing, through impact fees on development, taxes on
businesses, or taxes on something else? He did not know what the answers were. He
felt there was a need for discussion of creative ways to finance these below market rate

Joint Workshop
City Council/Economic Vitality
Committee 5 02/28/06
