<br />a kind of "swat team" headed by a City Manager, Assistant City Manager or Economic <br />Vitality Manager who is in charge of bringing together key department heads to tackle <br />problems. A point person is an important first step. If there are certain issues that <br />come up over and over again, then develop the "swat team" to target the problems. <br /> <br />Mr. Brozosky agreed with that. He suggested printing a card to explain the <br />process of dealing with problems or issues. <br /> <br />Mr. Paxson felt the first choice is to have processes work well, but as a last resort <br />it is very important to have a person to take a problem to when other options fail. <br /> <br />Mr. Brozosky referred to redevelopment agencies and eminent domain issues <br />and asked if this group preferred not to use them as revenue streams to increase the <br />economic position of the city. <br /> <br />Mark Heidohrn indicated that came up at a couple of meetings, but the issues <br />were not pursued. <br /> <br />Mr. Paxson felt it needed more committee discussion. He did not want to take it <br />off the table completely, but it is not something to be used lightly. The biggest problem <br />with redevelopment is that Pleasanton has nothing that could be characterized as blight. <br /> <br />Jonathan Stern, Bay Area Economics, commented the mechanism and up-front <br />investment to create a redevelopment district would be significant, which is one of the <br />reasons it was not discussed at length. He felt eminent domain proceedings are rarely <br />used especially in a city like Pleasanton. <br /> <br />Mr. Brozosky referred to page 16 about working with downtown property owners <br />and said there was nothing mentioned about the role of the Pleasanton Downtown <br />Association (PDA). He asked if it was left out intentionally or not? <br /> <br />Judy Wheeler Ditter indicated the PDA is always included in anything that <br />happens downtown. <br /> <br />Mr. Brozosky referred to the wireless broadband throughout the city. He asked if <br />that was for the whole city, including residential, or just focused on the public and retail <br />areas? <br /> <br />Mr. Stern said he discussed that with the committee and he felt the eventual goal <br />was to have 100% coverage. <br /> <br />Mr. Brozosky referred to Goal 4 and said he did not see any strategies on how to <br />enhance entertainment within the city. <br /> <br />Ms. Ditter responded that when there is discussion of mixed use in the centers in <br />retail areas, entertainment is included as part of the focus. <br /> <br />Joint Workshop <br />City Council/Economic Vitality <br />Committee 4 02/28/06 <br />
