<br />Conceivably, the city could have temporarily exceeded the 5% limit, but it would have <br />made sense to do it. <br /> <br />Mr. Thorne referred to the goal of maintaining taxes and fees at or below <br />comparable cities and asked if there was a matrix that indicates what other cities are <br />doing? <br /> <br />Ms. Stern said there is no matrix at this time. <br /> <br />Nelson Fialho indicated the general fund taxes are comparable and standard <br />throughout communities. In 1998, staff compared and contrasted development impact <br />fees. In that example, there was a good matrix for Livermore, Pleasanton and Dublin. <br />Staff could do that again. <br /> <br />1 B. Draft Economic Develooment Strateaic Plan (SR 06:064B) <br /> <br />Pamela Ott presented opening remarks. <br /> <br />Dave Walden provided a brief presentation regarding the Strategic Plan, <br />including what is the Economic Vitality Committee and why there should be a plan. <br /> <br />Mark Heidhorn provided a presentation regarding the Plan Overview, including <br />the challenges and opportunities. <br /> <br />Arne Olson reviewed Goals 1 through 3. <br /> <br />Judy Wheeler Ditter presented Goals 4 through 6. <br /> <br />Pamela Ott provided the next steps, which included review and acceptance of <br />the strategic plan, an implementation matrix, execution and a status report back to <br />Council. <br /> <br />Mayor Hosterman thanked them for the presentation and commented on the <br />interconnection of all the elements of the General Plan. She asked for comments from <br />the Economic Vitality Committee. There were none. She then invited comments from <br />the City Council. <br /> <br />Steve Brozosky indicated he had a couple of questions on the fiscal element. He <br />complimented staff on the report. Regarding Program D2 regarding appointing a team <br />of city staff to be a point of contact, he felt it would make sense to create a particular <br />position for developer contact. Unofficially, Pamela Ott does that now, but he felt it <br />would make sense to have a policy to have one person responsible to deal with any <br />problems. <br /> <br />James Paxson supported having a single point of contact. He felt the Economic <br />Vitality Manager should be an official ombudsman to deal with issues.
