<br />Anne Fox referred to a prior report that indicated some of the lakes may not always have <br />water in them. She asked if Cope Lake and Lakes H and I would always have water in them? <br /> <br />Ms. Mahoney said Cope Lake is an off-chain lake, which is why the water level has been <br />diminishing. It is not connected to the ground water basin, as are Lakes H and I. Zone 7 will be <br />transferring water from the State Water Project through the arroyo into Lakes H and I. Cope <br />Lake would only get water during ten-year storm events. There would be no guarantee the <br />water would not evaporate during the dry season. The other lakes would not go dry unless it <br />were necessary for Zone 7 to pump them down for maintenance reasons to repair slopes or <br />clean a gravel slope. There are no plans to keep Cope Lake at a certain level. <br /> <br />Ms. Fox felt it could be problematic to move parkland near Cope Lake if it will go dry <br />during certain seasons. She asked if there were any mechanism to get water into the lake? <br /> <br />Ms. Mahoney said at this time there is no mechanism connected to make certain the <br />water stays in the lake. That could be reviewed as part of the master plan. There is a way to <br />get a certain amount of water into Cope Lake, but no guarantee against evaporation during dry <br />seasons. <br /> <br />Mr. Brozosky said he can see the lake from where he lives and he has never seen it go <br />dry. He felt it was a pretty deep lake. <br /> <br />Ms. Mahoney said portions of the lake are shallow, such as near the park. The sections <br />farther to the east are almost 100 feet deep. <br /> <br />There were no further questions from Council regarding Zone 7. <br /> <br />Mr. Brozosky referred to the staff report and compatibility of development with the <br />Operations Service Center (OSC). He was uncertain about staff's concerns, since Council has <br />already approved residential and school uses next to it. <br /> <br />Mr. Iserson said there were no major issues except for the fire department training tower <br />and the police shooting range. As more residential development occurs, there is the possibility <br />of more residents being sensitive to those uses, but that can be handled through disclosures. <br />Staff just wanted to point out the possibility. Proposed development would not be any closer <br />than that on the Busch property. <br /> <br />Mr. Brozosky asked if any traffic modeling had been done on these properties with <br />regard to residential versus Business Park? Would traffic use Highway 84 or Valley and Santa <br />Rita? <br /> <br />Mr. Iserson said no traffic models had been done yet. <br /> <br />Mr. Brozosky said there were concerns especially for the Santa RitalValley intersection, <br />which is now heavily congested. He felt it would be beneficial to have models done later on. <br /> <br />Mr. Iserson said future workshops would deal with that. After land use alternatives are <br />identified, then the models would be run. <br /> <br />Mr. Brozosky asked about the difference between the noise from a railroad track versus <br />a BART track.
