<br />Mr. Iserson said it is a different kind of noise, but generally railroad track noise is greater <br />than the BART track. <br /> <br />Mr. Brozosky referred to past suggestions of doing an eastside plan and asked if staff <br />would like to save it as a study site as in previous general plans? The 1996 General Plan <br />preserved the Vineyard Corridor as a study area with no zoning and a Specific Plan was <br />developed. Does staff feel that could happen with the east side or should the area be zoned as <br />part of the General Plan update and have the developers bring projects that meet the zoning? <br /> <br />Mr. Iserson said either process would work. At the end of the General Plan update, if <br />there is a clear direction for future land uses, they could be placed in the General Plan and the <br />Land Use and Circulation Elements would provide direction for development. On the other <br />hand, if there is a desire for greater specificity for locations for specific types of uses and <br />infrastructure issues, then that could be dealt with in a specific plan. It is up to the Council to <br />decide that. <br /> <br />Mr. Brozosky asked about the difficulties of connecting to EI Charro? <br /> <br />Mr. Iserson said staff has always assumed it can be done and believed the road would <br />go under the railroad tracks. Detailed engineering studies have not been done as yet, but it will <br />be expensive. It would be similar to the Valley/Stanley connection. <br /> <br />Jerry Thorne inquired about the educational campus staff had in mind for the area. <br /> <br />Mr. Iserson said it could be a variety of things; community college campus, private <br />school, or some kind of business training center. <br /> <br />Cindy McGovern wanted to discuss the urban growth boundary and said there is a <br />possibility it would include the chain of lakes in Pleasanton. <br /> <br />Mr. Iserson said it would include Cope Lake and Lake I. The issue for discussion was <br />the fact that the urban growth boundary currently follows EI Charro Road alignment to Stanley <br />Boulevard. The 1996 General Plan contains language that recognizes that as the quarry uses <br />on the Hanson property ceases, that property would be considered for other types of land uses <br />and it would be appropriate to shift the urban growth boundary to include those two parcels of <br />Hanson along Stanley Boulevard. Furthermore, the existing General Plan policy statement <br />approved by the voters makes allowances for minor modifications to the boundary. <br /> <br />Ms. McGovern asked if staff had spoken to Pleasanton Garbage Service about its plans <br />for moving in the next five years? <br /> <br />Mr. Iserson said staff had talked to them and they said the present site was too small <br />and they would like to move out farther to the east on the Hanson properties in the next five to <br />ten years. <br /> <br />Ms. McGovern asked if the Operations Service Center could be moved in the future? <br /> <br />Mr. Iserson said it could be, but that is not being considered in the short term, especially <br />since the city is still paying off bonds for the property. <br /> <br />Joint Workshop <br />City CounciVPlanning Commission <br /> <br />4 <br /> <br />01/24/06 <br />
