<br />Ms. Blaschka said the membership fees would still be retained by the CVB; however, the <br />lodging businesses affected by the bid would no longer pay membership dues. <br /> <br />Mr. Brozosky asked if the CVB considered eliminating the membership dues since the <br />amount of money being collected was significantly higher than what has been collected in the <br />past? <br /> <br />Ms. Blaschka said the CVB is currently considering the membership dues structure as it <br />related to the BID and believed it was wise to retain membership dues. She pointed out the BID <br />funds collected would have to directly affect those that are assessed. Membership dues are <br />based on the type of business and the average membership fee is $175 for an approximate <br />annual total of $65,000, which would decrease by half because the BID and lodging businesses <br />would not be required to pay these dues. <br /> <br />In response to an inquiry by Ms. McGovern, Mr. Fialho said the TVTBID assessments <br />collected would not be reflected in the Transit Occupancy Tax (TOT) percentage, which would <br />not lessen the opportunity for Council to consider the TOT for other improvements in the <br />community. <br /> <br />Mr. Thorne pointed out the reason the TVTBID must be established instead of having <br />the CVB collect the assessment on behalf of the four Tri-Valley cities was because an audit <br />process is required. <br /> <br />Ms. McGovern asked if the TVTBID would set yearly goals related to the BID and if the <br />goals would be made available to the four Tri-Valley cities. <br /> <br />Ms. Blaschka said the TVTBID would work with the Board and the BID lodging <br />businesses to establish goals, which would then be made available to the four Tri-Valley cities. <br /> <br />Ms. Ott pointed out that the agreement does require the CVB to provide an annual report <br />and the established goals could be reflected in this report. <br /> <br />Julie Robey, General Manager of the Crowne Plaza Hotel, supported the establishment <br />of the Tri-Valley Tourism Business Improvement District and mentioned the purpose of the BID <br />was to eliminate bureaucracy. <br /> <br />Mario Lopez, Chair of the CVB Board, supported the establishment of the Tri-Valley <br />Tourism Business Improvement District <br /> <br />It was moved by Mr. Sullivan, seconded by Mr. Thorne, to introduce Ordinance <br />1929, an ordinance establishing the Tri-Valley Tourism Business Improvement District. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and Mayor <br />Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />14 <br /> <br />12/06/05 <br />
