He believed this type of <br />process would open it up for arguments, as Councilmembers would have different opinions on <br />which category a project would fit into. He supported the concept of prioritizing Capital <br />Improvement Projects but would not support the current proposal and preferred to utilize a one <br />through five numerical ranking system approach to prioritize Capital Improvement projects. <br /> <br />It was moved by Mr. Sullivan, seconded by Mr. Thorne, to approve the concept of <br />establishing guidelines that will assist the City Council to prioritize future capital <br />improvements. The guidelines will be used as part of the mid-term CIP process. The <br />guidelines will remain flexible to enable the Council to fund projects, which are important <br />to the community. <br /> <br />Mr. Thorne wanted the category of cost control added if Council would be using a <br />category-type process. <br /> <br />In response to an inquiry by Mr. Brozosky, Mr. Fialho said staff would incorporate <br />Council's collective comments into the policy, which could then be used as a part of the mid- <br />term CIP process. Staff would attempt to place the projects in a format that would allow Council <br />discussion without having Council buying into an established policy. For the sake of efficiency, <br />staff would attempt to prepare something that it believed worked while realizing it is really about <br />organizing thoughts and priorities and attempting to have Council collectively prioritize the <br />direction going forward. This approach would also allow Council to build into the process other <br />categories such as Environmental Awareness and Regional Importance and sub-categories in <br />the context of establishing its master list. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and Mayor <br />Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br /> <br />6d <br />Introduce an ordinance to create the Tri-Vallev Tourism Business ImDrovement District. <br />(SR 05:331) <br /> <br />Pamela 00, Economic Development Manager, presented the staff report. <br /> <br />Mayor Hosterman invited public comments. <br /> <br />Amy Blaschka, Executive Director of the Tri-Valley Convention & Visitor's Bureau, noted <br />the Convention & Visitor's Bureau (CVB) recognized the need to be a self-sufficient organization <br />and was pleased it found a way to connect its funding with the businesses it represents and <br />serves by forming a Tourism Business Improvement District for the Tri-Valley, which will create <br />a dedicated, stable funding base where assessed lodging businesses receive direct benefits <br />and where a wide array of services could be customized to fit the needs of the District. <br /> <br />Mr. Brozosky asked if the Tri-Valley Tourism Business Improvement District (TVTBID) <br />would collect membership fees from the CVB? <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />13 <br /> <br />12/06/05 <br />
