There was a break at 10:05 p.m.
The meeting reconvened at 10:10 p.m.

6e
ADDroval of the California Statewide Communities DeveloDment Authority Tax-ExemDt
Bond financina to benefit American BaDtist Homes of the West. (SR 05:336)

Mr. Bocian presented the staff report.

In response to an inquiry by Mr. Brozosky, Mr. Roush said there appeared to be no risk
to the City by virtue of the fact that Pleasanton is a member of the California Communities,
which is a joint powers of authority consisting of numerous cities, counties and special districts.
An organization that wishes to apply for this financing which is located within one of the member
agencies, the law requires that member agency to conduct a public hearing in case someone
within the community objected to the issuance of the bonds. By virtue of the way in which the
bonds are issued, there is an expectation and requirement that the proceeds would be spent for
the purposes for which it was issued.

Ms. McGovern said she supported the adoption of a resolution to approve the California
Statewide Communities Development Authority issuance of indebtedness based upon the fact
that the American Baptist Home of the West has expanded to include seniors regardless of
occupation and religious affiliations. She requested the record reflect that Council did not
believe it was responsible for indebtedness.

Mayor Hosterman opened the public hearing. There being no comments, the public
hearing was closed.

It was moved by Ms. McGovern, seconded by Mr. Brozosky, to adopt Resolution
05-088, a resolution approving a tax-exempt bond financing to be issued by the California
Statewide Communities Development Authority to benefit American Baptist Homes of the
West and certain affiliates.

The roll call vote was taken as follows:
AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and Mayor
Hosterman
NOES: None
ABSENT: None
ABSTAINED: None

6b
Amendment to the Vinevard Avenue Corridor SDecific Plan Shared Infrastructure
Financina Proaram. (SR 05:340)

Mr. Brozosky recused himself from this matter, as he owns property within 500 feet.

Mr. Roush presented the staff report.

Pleasanton City Council
Minutes

15

12/06/05
