<br />on Vineyard Avenue. He presented Staff Report 00:190 which stated the Fire Department is not <br />in favor of a closure of Sauterne Way because it would increase emergency response time. <br />The staff report further stated that the Fire Department, however, could support the conversion <br />of Sauterne Way into a one-way street that would allow access from Vineyard Avenue onto <br />Sauterne Drive (southbound access only). The staff report mentioned the preference of the <br />Traffic Calming Committee was to have Sauterne Way landscaped. There were a number of <br />different alternatives discussed and the highest alternative was landscaping with realignment of <br />the sidewalk and a fence to abate part of the sound. Both staff and the Traffic Calming <br />Committee supported this design. He pointed out the residents of Chardonnay Drive were not <br />in favor of this low cost alternative stating that it would detract from the aesthetic nature of the <br />area. <br /> Mr. Thorne said prior to the October 18 Council meeting he asked staff if Sauterne Way <br />was included in the proposal and he believed the answer was yes. <br /> Mr. Fialho said staff clarified that Sauterne Way was not a part of the proposal at the <br />October 18 Council meeting. He suggested having staff research the matter and report back to <br />Council at its next meeting as to what is included in the design and landscaping plans for <br />resurfacing Vineyard Avenue and at that time, Council could consider options. <br /> Ms. McGovern pointed out that paragraph two of the staff report mentioned that staff <br />could not justify the high cost associated with the installation of the sound walls, new sidewalk, <br />curib and gutter and landscaping. <br /> Mr. Posson said that was correct from a cost standpoint. He suggested a more modest <br />landscaping design, which would take care of the aesthetic issue without the cost and not <br />require the realignment of either the sidewalk or the storm drain. <br /> Tom Gallagher, a Pleasanton resident, requested agenda item 6d(2) be continued to <br />allow the public the opportunity to comment on this item as he believed it was not properly <br />noticed. <br /> Mr. Fialho said item 6d(2) was not an item that staff was requesting an affirmative vote <br />on. Staff was requesting Council to weigh in on the potential of establishing a policy in the <br />future that would staff to prioritize Capital Improvement projects in the future. <br /> After Council discussion on the matter, Council agreed to allow staff to present its report <br />on item 6d(2) and continue the matter to its meeting of December 6, 2005. <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br />6a. <br />Four-hour D8rkina zone alona the east side of Santa Rita Frontaae Road from AJisal <br />School D8rkina lot exit to Francisco Street.
