<br />City did not object to a County project to close this loop. He believed Council and staff should <br />work harder to get the Circulation Plan as outlined in the Happy Valley Specific Plan with the <br />bypass road in place so that residents of Happy Valley would not need to worry about increased <br />traffic on a small country lane. <br />Mr. Sullivan inquired about the directional signs exiting the Golf Course that direct traffic <br />to turn right onto Alisal Street. He asked if there were any additional signs? <br />Mr. Fialho noted that as vehicles exit the Golf Course, there is a sign that directs traffic <br />to turn right to 1-680 to avoid traffic going down Happy Valley Road. The sign he believed Mr. <br />Close was referencing was the new sign program for the Golf Course and these signs are <br />strategically placed. One sign is for traffic entering from outside the community off of the <br />freeway onto Sunol Boulevard and there is a directional sign that shows the golf course with an <br />arrow. Another sign is located at Sycamore Road, which takes the driver through Sycamore <br />Road and Alisal Street to the entry of the Golf Course. The directional signs do not currently <br />direct traffic to the Happy Valley Loop Road. <br />In response to an inquiry by Mr. Sullivan, Michael Roush, City Attorney, believed there <br />was discussion regarding the directional signage at the LAFCO meeting; however, he could not <br />specifically recall it. He recalled that at some point, there was discussion regarding the idea of <br />trying to limit the amount of traffic on the Happy Valley Road portion with the thinking being that <br />the City had spent a significant amount of money to reconstruct Alisal Street and that it would be <br />somewhat safer to use Alisal Street versus Happy Valley Road. <br />Mr. Fialho mentioned that he attended the annexation proceedings and there was a <br />significant amount of discussion regarding routing traffic and a strong preference by Supervisor <br />Haggerty to keep traffic off of Happy Valley Road. The City has been operating under this <br />assumption and staff routinely hears from the County that this is the approach the City should <br />take. Staff would be willing to discuss the matter again with the County to see if it would be <br />willing to allow the City to actively use Happy Valley Road. <br />Mr. Sullivan believed Council should discuss the matter with the County because the <br />data and the environmental impact report did not seem to follow the spirit of this direction. <br />Mr. Fialho mentioned that occasionally, Supervisor Haggerty and the County raise the <br />issue of cul-de-sacing Happy Valley Road. Staff has extrapolated these comments and <br />established a sign program that utilizes primarily Sycamore Road and Alisa Street. Staff is <br />preparing to embark on a process that would convene a blue ribbon committee to evaluate <br />alternatives and options to mitigate traffic on Alisa Street and Sycamore Road. The committee <br />would be looking at traffic calming strategies and preferred routing for the bypass road and in <br />the context of collaboration and discussion he was hopeful that a solution would be reached that <br />both the County and the City could support. <br />Ms. McGovern asked if it was possible to monitor Sycamore Road and Alisal Street to <br />see what is actually occurring. <br />Mr. Fialho said yes. <br />Mark Posson, a Pleasanton resident, requested Council amend its action of October 18 <br />to consider including Sauterne Way in the landscaping designs for the traffic calming measures <br />Pleasanton City Council 5 11/01/05 <br />Minutes <br />
