<br />Mr. Thorne asked if the Illustrative Site Plan and the Grand Park plan were integrated <br />together? <br />Mr. Rasmussen said yes. <br />Ms. McGovern referred to the Sub-Area Land Use Plan and asked how many acres <br />were sub-area one and two as it appeared that the Cultural Arts Center used to be in the <br />Community Park and now it looked like it was removed. <br />Mr. Rasmussen said the Cultural Arts Center has always been independent of the <br />Community Park. The first Community Park Master Plan that the Task Force prepared for that <br />area had a civic arts center, which was a minor facility as compared to this much larger cultural <br />facility that was discussed by the Bernal Property Task Force. <br />Ms. McGovern asked if the initiative to Save Our Community Park stated the arts <br />complex could be in the community park area. <br />Mr. Rasmussen did not believe the initiative directly stated that but the area the initiative <br />preserved for the Community Park included more than 50 acres and, therefore, the extra <br />acreage allowed for the Cultural Arts Center to be included within that reserved area as well as <br />other uses. <br />Ms. McGovern asked Mr. Rasmussen if he was stating that Sub-Area Two was not <br />currently scheduled to be voted on by the public because it was within Phase One but Sub-Area <br />One, which has the Cultural Arts Facility, is subject to voter approval? <br />Mr. Rasmussen said the only thing that is excluded from a vote of the community would <br />be the Bernal Community Park and the Cultural Arts Center, agricultural uses and open spaces <br />and any other uses are not shown within the Plan and therefore would be included in the area to <br />be voted upon. <br />Ms. McGovern said her main concern was that this property was being broken into two <br />separate parks, which she did not believe should happen. There should be one Bernal <br />Community Park and she believed the plans should be together. If the only way to do it is to <br />say the entire area is voted on, then the entire area should be voted on by the community <br />otherwise she believed it was confusing to the public. She referred to the Illustrative Site Plan <br />and asked if Sub-Areas AA (pretreated marsh) and EE (existing wetlands) appeared somewhat <br />in blue to illustrate the appearance of water features. <br />Mr. Rasmussen said yes. <br />Ms. McGovern referenced the Illustrative Site Plan and suggested that another choice <br />for Sub-Area JJ (Park & Ride) could be an open space area next to Bernal Avenue to give a <br />feeling of openness instead of a parking lot. <br />Mr. Rasmussen pointed out that Sub-Area 12 of the Land Use Plan did allow for open <br />space, park and recreation, Park & Ride, public utilities, trails and other public uses that may be <br />determined by Council to be compatible with the surrounding land uses. <br />Pleasanton City Council 15 11/01/05 <br />Minutes <br />
