<br />Ms. McGovern asked if Council could consider the idea of removing the Park & Ride lot <br />if it chose to? <br />Mr. Rasmussen said yes. <br />Ms. McGovern said her other concern in designing the Community Park separate from <br />the remainder of the 318-acres was how the Park could look and where public facilities could be <br />located. She referred to the Illustrative Site Plan and asked if Council could take the two soccer <br />fields (Sub-Area F) and rearrange these and the all weather soccer field (Sub-Area H) and the <br />footbalVlacrosse fields (Sub-Area I) so that two of these fields could be located in the athletic <br />fields (Sub-Area V)? Then designating the Grand Meadow (Sub-Area N) area towards the <br />Cultural Arts Center would continue the open space view along Bernal Avenue and provide the <br />Cultural Arts Center a beautiful entryway and a wonderful view over a meadow instead of the <br />sports fields? <br />Mayor Hosterman asked if Ms. McGovern was suggesting to take the sports fields as <br />currently delineated and move them to allow for an open space area along Bernal Avenue? <br />Ms. McGovern said that was correct. She said her reason for considering this was <br />because Council had always been thinking about views and vistas and trying to create a feeling <br />of openness with the Park rather than having it developed. She pointed out the Cultural Arts <br />Facility needed something to make it even grander and more beautiful rather than just parked <br />vehicles. <br />Mr. Rasmussen said there would be logistical problems in doing this as the Phase I <br />baseball fields and PUD areas are assumed to be fixed as Council has already approved it. <br />Ms. McGovern noted that if Sub-Area V (athletic fields) of the Illustrative Site Plan could <br />hold fields of some type it would be a way to keep the view shed along Bernal Avenue to the <br />Cultural Arts Center with some open space. <br />Mr. Ramussen said one possibility would be to move the football field (Sub-Area I) and <br />provide additional options to do something with the soccer fields. He believed the designers <br />would want to keep these fields together for consistency and maintenance, and for parents that <br />have more than one child playing soccer to be in close proximity. <br />Ms. McGovern was interested in having this looked at because she believed it would <br />soften the impact of the Cultural Arts Center and also provide a better view shed along Bernal <br />Avenue. She has always made it clear that she wanted to know what type of alternative funding <br />sources are available so that the voters could be given a chance to help Council decide whether <br />the Park should be built sooner rather than later. She was interested in making sure that it was <br />made clear enough to the public what they receive for their tax dollars if they agree to fund the <br />Park. <br />Mr. Fialho said the Illustrative Site Plan map would provide the public an example of how <br />the facility could be developed. Council and staff have not discussed whether staff should <br />return to Council with funding opportunities for the Park. <br />Ms. McGovern said the Illustrative Site Plan map would help assist the community with <br />what the cost would be to complete this Park with the type of land uses that Council is currently <br />Pleasanton City Council 16 11/01/05 <br />Minutes <br />
