<br /> Mr. Fialho directed Council to consider Options 2 and 3 as reflected in the staff report, <br /> which addressed removing the roundabouts and installing stop signs to control the side streets. <br /> Mr. Wilson explained the differences between Options 2 and 3. Option 2 is for the <br /> removal of the roundabouts and installing a stop sign control on both Thiessen side streets only. <br /> In this option, staff would recommend installing left turn lanes for yehicular access entering and <br /> exiting the side streets to avoid a vehicle stopping in a lane where traffic is traveling at the rate <br /> of 45 mph. Staff would recommend Option 2 based on the existing traffic because there is not <br /> enough traffic exiting the side streets at this time. Option 3 is for the removal of the <br /> roundabouts and to install one traffic signal at the easternmost intersection closest to Ruby Hill, <br /> and the second intersection on Thiessen would be stopped by control. If Council selected this <br /> option, staff would want to make some improvements where the proposed School site is in order <br /> to take all of the traffic through and exit at the one location where the signal is located. When <br /> traffic signals are installed, staff looks at it from a priority standpoint throughout the City and in <br /> consideration of how much side street traffic there is as compared to the main street traffic. He <br /> noted there would be very little traffic on the side streets to meet the signal requirements. Staff <br /> could reanalyze the situation later on if the traffic reaches a certain amount. Staff could always <br /> install the conduits at this time for a future traffic signal. <br /> Mr. Fialho said Option 2 provides Council the most flexibility in the future. Staff's <br /> recommendation was not based on whether there was adequate funding; the recommendation <br /> was based upon the future status of the school site. If Council were to move in any particular <br /> direction, he suggested Council move towards installing a stop sign control because if the stop <br /> signs needed to be removed and a traffic signal needed to be installed to make the situation <br /> work with Neal Elementary School, it is easier to do than having to remove a traffic signal and <br /> install stop signs. <br /> It was moved by Mr. Thorne to authorize staff to install a stop sign control on side <br /> streets. <br /> Mr. Sullivan believed at some point, Council would need to evaluate the Hahner <br /> Development to ensure that residents would have safe access onto Vineyard Avenue. <br /> Mr. Fialho agreed. <br /> Mr. Sullivan asked if staff had conducted recent traffic speed surveys on Vineyard <br /> Avenue. <br /> Mr. Knowles said staff resurveyed the realignment of new Vineyard Avenue when it was <br /> open because when a roadway is changed that dramatically and in order to enforce the speed <br /> limit, the roadway needs to be resurveyed based upon the new conditions. With the removal of <br /> the roundabouts and in order to justify the speed limit, staff would need to resurvey the <br /> roadway. <br /> Mr. Sullivan said he would support the motion as long as staff was directed to measure <br /> future speeds on the roadway and return to Council with mitigation measures. <br /> Ms. McGovern asked if it would be pOSSible to install a radar speed sign. <br /> Pleasanton City Council 23 10/18/05 <br /> Minutes <br />
