If Neal Elementary School was not built, he supported the <br /> removal of the two roundabouts. He supported staff's recommendation to retain the two existing <br /> roundabouts and revisit this matter after the pending court decisions have been finalized <br /> regarding Neal Elementary School. The issue is not the roundabouts but the speed on Vineyard <br /> Ayenue. He asked staff if it could conduct a traffic survey that would support reducing the <br /> speed limit on Vineyard Avenue that would make it less likely that motorists would lose control <br /> going through the roundabouts. <br /> Ms. McGovern supported the removal of the two existing roundabouts. She noted every <br /> school site has traffic issues and there is a period of time in the morning and possibly in the <br /> afternoon where traffic is a problem and to leave the roundabouts in for that short period of time <br /> and not be able to address traffic in such a way that allows traffic to flow in a more sensible <br /> manner is not appropriate. She believed the roundabouts created a safety issue. The issue is <br /> safety of the entire Vineyard Avenue Corridor and she believed Council needed to solve this <br /> issue from a global perspective and decide what needed to be done to make this roadway safer <br /> for children, pedestrians, bicyclists and vehicle drivers. <br /> Mayor Hosterman believed the issue was speed and not the roundabouts, which makes <br /> this roadway a dangerous situation. She was concerned not only about the children that would <br /> be generated by the new housing developments being constructed in the Vineyard Avenue <br /> Corridor area but with the traffic to and from the back of Shadow Cliffs as well as children that <br /> are frequenting the BMX Park. She was hoping Council would look at other opportunities and <br /> options to improve the roundabouts. She believed it was inappropriate to remove the <br /> roundabouts when Council voted to install them based upon the potential future of Neal <br /> Elementary School and reducing traffic generally through the Vineyard Avenue Corridor with the <br /> newly constructed 187 homes. She believed the roundabouts worked and effectively reduced <br /> speed in the Vineyard Avenue Corridor area. <br /> Mr. Brozosky disagreed with Mayor Hosterman's comments related to the roundabouts <br /> working effectively to reduce the speed and making the roadway safer. <br /> It was moved by Mr. Brozosky, seconded by Mr. Thorne, to direct staff to remove <br /> the two roundabouts along Vineyard Avenue. <br /> The roll call vote was taken as follows: <br /> AYES: Councilmembers - Brozosky, McGovern and, Thorne <br /> NOES: Councilmember Sullivan and Mayor Hosterman <br /> ABSENT: None <br /> ABSTAINED: None <br /> In response to an inquiry by Mayor Hosterman, Mr. Fialho preferred Council indicate <br /> whether it preferred to install a stop sign or a traffic signal and staff could bas its estimate on <br /> this decision when it returned to Council for an allocation of funds. <br /> Mayor Hosterman believed either option, a stoplight or stop sign, would create a <br /> disaster.
