<br />Grapevine Drive without any right of way to enter onto the road. She asked Council to consider <br />first and foremost the safety of the children when making its decisions regarding Vineyard <br />Avenue. <br /> Written communication was received by Art Baggett, a Pleasanton resident, who <br />supported the staff recommendations. He believed the roundabouts are an effective means of <br />traffic control measures and should remain in place. He believed Vineyard Avenue should be <br />resurfaced with rubberized asphalt, remain as two lanes and be landscaped as promised by <br />Council several years ago. <br /> Written communication was received by Meribeth Detweiler, a Pleasanton resident, who <br />believed the overall reduction to two-lanes on Vineyard Avenue between Bernal Avenue and <br />Montevino Drive was adequate. She did not support the idea of spending a significant amount <br />of money to install medians along this stretch of the roadway. She expressed her concern <br />related to the traffic signal at the junction of Old and New Vineyard Avenue. She believed it was <br />reasonable to indicate bicyclists and pedestrians should use the sidewalk to reach the traffic <br />signal at Montevino Drive. She would prefer the City not spend the money to install a traffic <br />signal and instead apply it to the solution of the roundabouts. She requested the removal of the <br />roundabouts, particularly for those Ruby Hill residents who have to navigate the roundabouts, <br />which were designed for a non-existing school. <br /> Written communication was received from Dr. John Casey, Superintendent, Pleasanton <br />Unified School District, and on behalf of the School Board he stated that this time, while <br />individual boardmembers may have an opinion about roundabouts, the Board as a whole would <br />defer to the City the decision of whether there should be roundabouts. If the Board of Trustees <br />were to take a position on whether roundabouts should be retained or removed, the Board <br />would want to hear from the traffic engineer which option would be the most beneficial to a <br />future Neal School. <br /> Mayor Hosterman continued this item to October 18 for additional public comments and <br />Council discussion and action. <br />6d <br />Review of Communitv DeveloDment Block Grant (CDBGl Consolidated Annual <br />Performance and Evaluation ReDort (CAPER) for fiscal vear 2004 (04105), (SR 05:275) <br /> Steven Bocian, Assistant City Manager, presented the staff report. <br /> Mayor Hosterman opened the public hearing.
