Ms. McGovern asked if both proposed designs were the same square footage of 650
square feet?
Mr. Wolfe said yes.
Ms. McGovern asked if a flat roof was easier to maintain versus a pitched roof?
E:d Nolan, representing E:LS Architecture, said a flat roof is easier to construct and
slightly less expensive than a pitched roof.
Ms. McGovern noted that Attachment 1 mentioned that the "Railroad" themed design
might be more expensive to build unless walls are not built of concrete blocks, which she
believed could increase the cost of $290,000 more than the contemporary style of architecture
design.
Mr. Nolan said the costs could possibly be increased and the reason he mentioned it
was because concrete was a durable material for restroom facilities. To keep the cost to
$290,000, if Council wanted a hip roof then consideration should be given to remove the costs
from some place else, for example, the walls could result in wood studded walls and to give
strength and durability, three quarter inch plywood and plaster could be used.
Ms. McGovern believed the more contemporary design seemed to adequately reflect the
same side of what the Firehouse Art Center would look like, which would be in close proximity to
the restroom facility.
Mr. Nolan said the flat roof scheme is more similar to the design of the Firehouse Arts
Center.
In response to an inquiry by Mr. Sullivan, Mr. Nolan said that instead of concrete block
for construction of the walls in the themed "Railroad" design, the walls would be wood studded
and to give strength to the walls, he would recommend in addition to a cementitious wall board
on the outside that there be three quarter inch plywood sheathing on the inside and outside to
give strength and durability to the walls.
Mr. Wolfe mentioned that Mr. Nolan created the traditional "Railroad Style" design in
reaction to the meeting that was held with various City staff and the two representatives from
the PDA.
Mr. Sullivan asked if the proposed restroom facility would be closer in proximity to the
Railroad Station as opposed to the Firehouse Arts Center?
Mr. Noland said the Railroad Station would be located half way in between the two but
on the other side of the railroad right of way.
Mr. Thorne asked if the proximity to the Railroad Station was the reason the PDA
selected the historically themed "Railroad" design?
Mr. Wolfe believed it was one of the reasons that the PDA selected that particular
design.
Pleasanton City Council 13 1 0/04/05
Minutes
