<br />6b <br />Consideration of architectural stvle for Delucchi Park Public Restroom. Proiect No. <br />038030. (SR 05:256) <br />Jim Wolfe, Director of Parks and Community Services, presented the staff report. <br />In response to an inquiry by Mayor Hosterman, Mr. Wolfe said Council saw design <br />Attachment 2. Council directed and asked staff to involve the Pleasanton Downtown <br />Association (PDA) because the restroom facility would be located in the Downtown area. The <br />Consultant held a meeting with various City staff and two designated representatives from the <br />PDA and it was the consensus of the group that a traditional "Railroad Style" of architecture be <br />pursued, which is design Alternative 1. Staff is looking for direction from Council to authorize it <br />to proceed with either the historically themed "Railroad" design or a more cotemporary style of <br />architecture. <br />Mr. Brozosky questioned the fiscal impact and recalled that staff was going to try and <br />reduce the expected cost of $290,000 which included a contingency. He noted that the staff <br />reported mentioned the City has allocated $400,000, which leaves $110,000 for any unknown <br />field conditions that might occur. Based on previous Council discussion and direction, he <br />believed the cost to construct the facility and related improvements was set at $290,000 and the <br />remainder of the $400,000 would be set aside to fund another separate Downtown restroom <br />project. <br />Mr. Wolfe said staff was attempting to point out there is $400,000 budgeted in the <br />Capital Improvement Program. Based on current conditions, it is staff's belief that this structure <br />could be constructed for $290,000. It is not uncommon to construct a facility on City property <br />such as Delucchi Park were nothing has been done in the Park and find some condition that it <br />might have to address which staff believes sufficient funds are available to construct the <br />restroom facility. He pointed out that there is a 10 percent contingency for this project, which is <br />approximately $26,000 of the cost. Council has indicated to staff that any remaining funds are <br />to remain in a CIP fund for additional restroom facilities in the Downtown area. <br />Mr. Brozosky recalled that Council appropriated up to $290,000, which included the 10 <br />percent contingency and Council had not approved any additional funds for this project. <br />Mr. Wolfe said that was correct. <br />Mr. Fialho pointed out that the Architect has provided staff with an estimate and staff will <br />not know the ultimate final cost until the project is submitted for bid. At that point in time Council <br />has two options: (1) fund the low bid that might potentially come up above $290,000, or (2) staff <br />could value engineer the project to that point where it keeps the project under budget of <br />$290,000. <br />Mr. Brozosky asked how many square feet was the proposed restroom facility? <br />Mr. Wolfe said 650 square feet. <br />Mr. Brozosky was hopeful that it would not cost the City more to construct a restroom <br />facility rather than purchasing a prefabricated restroom facility. <br />Pleasanton City Council 12 10/04/05 <br />Minutes <br />
