<br />If in the future the community wanted to move in this direction, would the operator be <br />able to absorb it financially? <br /> <br />Mr. Fialho reminded Council the living wage stated was a policy issue and the reason <br />the City contracts with CourseCo is because it is able to provide the services at a lower cost and <br />if the City was to raise its hourly rates, it would have a direct impact on the Operating Budget <br />which would then have a direct impact on the rates and whether or not the City could afford debt <br />service by year 14 without a general fund subsidy. In his perspective this was more of a <br />conservative approach and although living wage is a concern, in the short-term it is not <br />something the City should pursue. <br /> <br />Mayor Hosterman noted that Council might consider the living wage issue at a future <br /> <br />date. <br /> <br />It was moved be Mr. Brozosky, seconded by Mr. Thorne to adopt Resolution 05- <br />074, a resolution adopting the fiscal year 2005-06 and FY 2006-07 operating budgets for <br />Callippe Preserve Golf Course and the Golf Course Enterprise Financial Polices. <br /> <br />Ms. McGovern inquired about the debt service payments in October and April and <br />whether Council could be made aware of how well the golf course is doing in order for the <br />Council to keep a close watch on how the City is doing to payoff the debt service as well as <br />how much revenue is being received. <br /> <br />Mr. Fialho said yes and staff would incorporate this information into the mid-year budget <br />review and quarterly updates. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and <br />Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br /> <br />6d. Extend the existina moratorium on Medical Mariiuana DisDensaries for 10 months <br />and 15 davs as allowed bv law to protect a current and immediate threat to the public <br />heath. safety and welfare. (SR 05:261) <br /> <br />Tim Neal, Police Chief, presented the staff report. <br /> <br />Mr. Brozosky inquired about the proposed letter and the secondary impacts to the <br />communities on the increased criminal activities, loitering and traffic. It was hard for him to <br />believe that a dispensary would create that much traffic. He asked if other communities have <br />seen increased traffic implications. <br /> <br />Mr. Neal said that loitering coupled with hand-te-hand sales from passing vehicles at <br />some locations in unincorporated Alameda County has been a problem. <br /> <br />Ms. McGovern inquired about the cities of San Ramon and Danville not considering <br />moratoriums but administratively taking the position that a city cannot issue a business license <br />for activities that violate federal law.
