<br />Mr. Roush said by virtue of the moratorium if a business proprietor wanted to obtain a <br />business license the City would not issue a license to that person since there are no locations <br />the business could operate. <br /> <br />Ms. McGovern asked if dispensaries have business licenses in most cities? <br /> <br />Mr. Neal was not sure but the process the County just went through included licensing <br />the dispensaries. He believed all of the dispensaries that are in operation have not applied for <br />the permit, but cities were attempting to instill that form of regulation. <br /> <br />Ms. McGovern believed staff should research into what other Tri-Valley cities are doing <br />as she agrees, business licenses should not be issued to businesses that violate federal law. <br /> <br />Mr. Sullivan asked what recommendations would Council be addressing in the spring. <br /> <br />Mr. Neal was not sure but one issue would be whether a dispensary is suitable for the <br />City of Pleasanton and if so, what would be a suitable location. The police department has yet <br />to find an example community where a medical marijuana dispensary is operating problem free. <br />The City of Modesto recently voted to ban the dispensaries due to problems and the federal <br />issues that had been raised. <br /> <br />There were no public comments. <br /> <br />It was moved by Mr. Thorne. seconded by Ms. McGovern to adopt Ordinance 1915, <br />an urgency ordinance extending the Moratorium on Medical Marijuana dispensaries. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and <br />Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br /> <br />6f. (SR 05:259) <br />Application for a major modification of the PUD development plan to replace the approved <br />house design plans on the Berlogar portion with design guidelines and to separate the <br />development of the overall project into two phases. The property is a 13.2-acre site located at <br />1944 and 2200 Vineyard Avenue, in the Vineyard Avenue Corridor Specific Plan Area.
