Ms. McGovern inquired about the clubs that would be forming and how the community
could add their names to be a part of them.

Mr. Wolfe said the best way would be to direct the community to the golf course website
at playcallippe.com. There is an opportunity to register online and during the week of October
3, the Operators would be forming men and women's clubs at the golf course. Future
information would be placed on the website.

Mr. Thorne asked how many rounds of golf would need to be played each year in order
for the golf course to pay for itself in one year?

Mr. Wolfe said 75,000.

Mr. Thorne believed 55,000 was conservative.

Mr. Fialho agreed.

Mayor Hosterman opened the meeting to the public.

Vanessa Kawaihau, a Happy Valley resident, addressed Council regarding the approval
of the operations contract in 2004 with projected rounds of 55,000 and the difference in the golf
fees that have been significantly reduced in the new report. She was concerned about the
salaries that are to be paid to golf course employees and suggested salaries be raised to be
comparable to the living standards in the City. She also voiced her concern about the amount
of the general administration non-labor costs and believed these costs should be lowered with
the difference paid to the employees.

Mayor Hosterman closed the public comments.

Mr. Brozosky asked staff to address the question regarding the change in the costs of
the golf course.

Mr. Fialho said there were questions raised regarding the living wage and the costs of
what CourseCo is paying its employees.

Mr. Isaak did not have a copy of the budget Ms. Kawaihau was referring to but indicated
that GNA covers the costs of paper, advertising, equipment leasing, labor, telecommunications,
and utility costs. There are many costs reflected in the staff report outside of office supplies that
the budget does cover that Ms. Kawaihau may not be aware of.

Mayor Hosterman informed Council that she has spoken to the Chamber of Commerce
in regards to adopting a living wage for some businesses within the City. She asked Mr. Isaak
to address wages within his operation.

Mr. Isaak said the living wage issue was discussed at length several years ago as the
contract was entered into and it was a policy decision for the City. His company does not have
a stake in it one way or another. CourseCo operates properties under the living wage in some
communities; however, in most it does not. In this case, the living wage scale does not apply.
The Performa's indicated in the reports, that there is a significant amount of detail on salaries
and wage rates it plans to pay. He did not believe the report reflected an hourly wage that is
lower or close to a dollar over the minimum wage.

Pleasanton City Council
Minutes

22

09/20/05
