Ms. McGovern asked about the golf course possibly contaminating the aquifer in the
Happy Valley area, as she believed there was some contamination and Alameda County had
placed a moratorium on housing in this area.

Mr. Roush said Alameda County had adopted a moratorium on sewer hookups in the
mid 1970's, and to his knowledge, the moratorium was still in place to his knowledge.
Ms. McGovern asked if the moratorium did not allow any further septic tank hookups?

Mr. Roush said that was correct.

Ms. McGovern asked if this was because of some concern at that time that there was
contamination to the aquifer?

Mr. Roush said that was his understanding.

Ms. McGovern pointed out that the report indicated in the future using consultants and
other agencies to find an alternative supply of irrigation water.

Mr. Fialho said the property is plumbed potentially for the use of recycled water if the
City ever determines to use it. Currently the City has not used recycled water but the
infrastructure is in place and if the City ever decided to do so it would be subject to public review
and discussion.

Ms. McGovern noted the City would need to identify a source.

Mr. Fialho said that was correct.

Mr. Roush said it might also be possible to obtain untreated water through the Zone 7
Treatment Plant.

Ms. McGovern asked if there was anyway to collect rainwater and actually use it as part
of the supply?

Mr. Fialho did not believe so. He referred the question to Mr. Wolfe.

Mr. Wolfe did not believe it was possible to collect and utilize rainwater. One of the
advantages the City has is a computerized irrigation system similar to what the City has in the
parks system, which gives staff the ability to monitor rain fall and decrease water usage. This
allows staff the opportunity to modify the usage and take advantage of the rainfall, which helps
decrease the City's water costs.

Ms. McGovern questioned the option of allowing golfers 15 days to make a reservation.
She was concerned what would happen if they did not show up.

Mr. Wolfe said Pleasanton residents would have the opportunity to reserve tee times up
to 15 days in advance and non-residents would have 14 days.

Tom Isaak, Core Scout, stated that in the point of sale system that is being installed they
would be able to track no shows for certain individuals.

Pleasanton City Council
Minutes

21

09/20/05

-
