<br />able to put in place in a revised ordinance that would make it clearer that the intent, if <br />conversions are allowed, is that Council expects to see these units sold in a specific amount of <br />time. Staff is researching this matter to determine if these units are converted could the City <br />apply the affordable housing unit of the Inclusionary Zoning ordinance so that the City would <br />create a for sale housing that would help meet the City's affordability goal. The City has not <br />tested the parameters in adding such an ordinance but it is certainly something staff is reviewing <br />as to whether or not the City could place restrictions in terms of requiring the units to be sold or <br />else they would revert back to a non-condominium unit. <br /> <br />Mr. Sullivan asked legal counsel if staff had researched other apartment units that have <br />pre-approved condo conversions without reviewing prior approvals. <br /> <br />Mr. Roush recalled that in the late 1970's and early 80's a number of apartment units in <br />the community he was residing had converted to condominiums. As part of the staff's research, <br />it will attempt to ascertain how many of the condominium units currently in the City were <br />developed as condominiums initially and how many apartments were converted to <br />condominiums, and of those condominiums, which ones have essentially been rental projects <br />as opposed to a mixture of for sale and then after they were sold were actually rented out by <br />individuals. <br /> <br />Mr. Sullivan believed that if it had been approved and the information became public <br />knowledge, the residents living in those complexes would understand that potentially it could <br />happen to them. <br /> <br />Mr. Roush said tenants who lease condominiums are supposed to be informed in their <br />lease documents that they are leasing a condominium that could be sold at some point in the <br />future. <br /> <br />Charles Clark, a Pleasanton resident and business owner, addressed Council regarding <br />the purchase of the Pleasanton Manor and other properties for condominium conversions. He <br />originally considered purchasing Pleasanton Manor for an apartment rehabilitation project but <br />due to the purchase price being so high and the rental market being soft it did not work out. His <br />realtor suggested a condominium conversion and he believed he could justify the expense in <br />renovating the six properties if he could turn around and sale them as condominiums. The <br />location of these properties is ideal for condominiums being closed to core Pleasanton <br />residential districts, schools and the downtown as it would provide affordable housing yet still <br />maintain Pleasanton's standards of high quality housing and he purchased it with that <br />expectation. The redevelopment in question is quite extensive. He must replace the flat roof <br />sections with peaked roof cables, replace the wall heaters and air conditioning units with central <br />air, replace all windows and doors, new bathrooms by upgrading to two per unit on all two and <br />three bedroom units, new kitchens by removing the wall between the kitchen and family room to <br />open up the entire area. adding washers and dryers to each unit, adding one garage or carport <br />per unit, adding a sound wall along Santa Rita Road, and new hardscape and landscape. Mr. <br />Clark volunteered his services to assist staff during the Condominium Conversion Ordinance <br />review process to add some perspective from an apartment owner and to make this project a <br />win-win situation for both the City and the owners of Pleasanton Manor. He further requested <br />Council approve the staff recommendation to revise the Condominium Conversion Ordinance <br />with the exception not to deny the preliminary application and allow it to proceed in parallel with <br />the ordinance revisions as a real test of the issues surrounding condominium conversion and to <br />add a stipulation that the Pleasanton Manor Condominium conversion project be used as a <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />11 <br /> <br />09/20/05 <br />
