<br />Jacqui Diaz, Assistant to the City Manager, reviewed in detail the individual priorities for <br />comments and changes. <br />1. Bernal Prooertv - there were no changes to the priorities as listed in <br /> Attachment A to the staff report. <br />Ms. McGovern wanted to relay to the community Council's individual philosophy in terms <br />of choosing a project. Her philosophy has been to choose projects that are the most importance <br />to the Community and priorities that staff can complete within a two-year period. <br />Ms. Diaz mentioned that all of the priorities were submitted by individual <br />Councilmembers and are considered important aspects of a project or objectives for projects. <br />Mr. Fialho reminded Council of a concept raised by a member of the public. The <br />concept proposed was to explore establishment of a Blue Ribbon Committee to assess and <br />evaluate options or solutions to the bypass road issue in the Happy Valley area. If Council <br />decided to pursue this concept, he suggested that it be reflected in one of the priorities for the <br />Callippe Preserve Golf Course and Happy Valley Open Space. <br />2. General Plan - there were no changes to the priorities as listed in <br /> Attachment A to the staff report. <br />Mr. Brozosky pointed out that several members of the public addressed the issue of <br />South Pleasanton stating that a vision for the entire City was needed and a plan for how it will <br />be developed. He asked how these statements differ from the process Council is currently <br />conducting with the General Plan update, which includes a vision statement and a land use <br />element. <br />Mr. Fialho said the distinction is allowing an opportunity for stakeholders to get together <br />to discuss and come to some consensus regarding a land use proposal that could be supported <br />generally by the neighborhoods, which is different from a discussion on general land use <br />principles, regulations and objectives. The Open Space Protection of Southeast Hills priority as <br />proposed by Mayor Hosterman and Mr. Sullivan is more process oriented and begins with <br />getting stakeholders together to discuss the opportunities. He noted that whatever the outcome <br />of this process is, it would impact the Land Use Element of the General Plan, which is specific to <br />the Southeast Hills. <br />3. Vinevard Corridor - there were no changes to the priorities as listed in <br /> Attachment A to the staff report. <br />Ms. McGovern believed Council could not advocate for the construction of Neal School <br />because that is the School District's choice. <br />In response to a comment by Mr. Brozosky, Mr. Fialho said staff is planning on <br />presenting to Council at its next regular meeting a comprehensive report addressing the <br />Vineyard Avenue roundabouts issues and listing alternatives so that it can make a informed <br />decision on the matter. The Vineyard Avenue Realignment priority is a coordination of the <br />outstanding issues related to the Trail, signalization at Pietronave Lane and Vineyard Avenue, <br />landscaping issue on Vineyard Avenue, and coordinating the development in the area. <br />City Council Priorities Workshop 6 08123/05 <br />Minutes <br />
