Affordable HousinQ - there were no changes to the priorities as listed in <br /> Attachment A to the staff report. <br />Mr. Thorne wondered why the evaluation of the Vineyard Avenue Site (Auf der Maur) for <br />affordable housing priority remained as a priority as it has been completed. <br />Mr. Bocian noted that this priority remained because it was a previous priority. Due to a <br />councilmember vacancy at the time Council adopted its work plan on April 19. At that time, <br />Council indicated that it would conduct an additional review of its work plan after the June 7 <br />election. The adopted work plan was distributed to all Councilmembers with the request to <br />identify changes. Mr. Thorne was provided this material and asked to rank all projects. This <br />priority has been completed and will be removed from the list of priorities. <br />Mr. Fialho pointed out that a development is proposed for this site that contemplates <br />market rate housing. This matter was recently presented to the Housing Commission and the <br />Commission suggested that staff explore opportunities to assist this project to create more <br />affordabilities. Ultimately, Council will need to make a decision as to whether the City <br />participates financially. <br />Mr. Brozosky inquired about the schedule for the Low-Income Housing Fund- <br />Expenditure Plan priority. <br />Mr. Fialho said this concept had been introduced to the Housing Commission. He <br />believed this item would be presented to Council for its discussion and action by December <br />2005. The idea would be to identify broad criteria for the use of this fund over the next several <br />years, particularly since there is an obligation for the City to fund or pay of the loan overtime for <br />the Assisted Living Facility if the property manager does not make the payment. <br />Mr. Brozosky inquired about the status of the Kottinger Place Task Force activities. <br />Mr. Bocian said the Task Force has completed a Request for Qualifications (RFQ), <br />which will be distributed shortly. The RFQ is looking for a development firm or consultant firm to <br />work with staff and the Task Force about potential redevelopment ideas. The RFQ does not <br />authorize any development to Kottinger Place and Pleasanton Gardens but explores what <br />opportunities are available. <br />6. Traffic: <br /> (1) Alternative-BART to Livermore: Mayor Hosterman and Councilmembers <br /> Brozosky, McGovern and Thorne changed their ranking from not a priority <br /> to a priority. The project description was modified to state: "Work with <br /> LAVTA and the City of Livermore to explore transit alternatives to BART <br /> that would reduced congestion regionally." <br /> (2) BART West: Councilmembers Brozosky and McGovern changed their <br /> ranking from not a priority to a priority. <br />Mayor Hosterman believed that by making this a priority it would send a message to the <br />Livermore Amador Valley Transit Authority (LAVTA) that this is a potential future option. <br />City Council Priorities Workshop 7 06123/05 <br />Minutes <br />
