In a broader sense, Council could have <br />this discussion as part of the General Plan process and decide collectively how it wanted to <br />proceed with this issue and decide whether it wanted to pursue annexation. <br /> Mayor Hosterman agreed with Mr. Fialho's approach. <br /> Mr. Sullivan believed it was important for Council to weigh in on this area as it is located <br />next to eastern Pleasanton and Council would be discussing development for east Pleasanton <br />as part of the General Plan update. He agreed with Mr. Fialho's approach. <br /> Ms. McGovern recalled discussion had occurred with the idea of using the ponds for <br />some type of recycled water. She did not want Council to lose sight of this goal. <br /> 13. Downtown - Council member McGovern changed her ranking from not a <br /> priority to a priority for the Historic Preservation Ordinance goal. <br /> Mr. Iserson clarified that this goal is a separate issue from the density proposal <br />submitted to Council earlier by several members of the public regarding rezoning certain areas <br />in the Downtown. The Historic Preservation Ordinance and rezoning certain areas in the <br />Downtown are related as they both deal with development standards, preservation and <br />expansion of buildings in the Downtown. <br /> Mr. Brozosky expressed his concern regarding the number of current projects that the <br />Planning Department is working on. He wondered if the timing was proper. <br /> Mr. Fialho said the Historic Preservation Ordinance is a simpler project to undertake as <br />opposed to the density proposal submitted earlier by several members of the public. The <br />density proposal is a policy perspective and whether Council endorses higher density in the <br />Downtown. If Council decided to pursue it, staff would need to spend some time with the <br />Pleasanton Downtown Association (PDA), and local residents to find a threshold that everyone <br />supports, which is a more involved and timely process. He noted that a majority of the work <br />towards a historic preservation ordinance has been completed. <br /> Mr. Sullivan mentioned the Historic Preservation Ordinance has already been prepared <br />and approved by the Planning Commission several years ago and Council delayed it. <br /> Mr. Fialho recommended the Planning Commission review and approve the Historic <br />Preservation Ordinance one more time before it goes to Council. <br /> Mr. Sullivan said he supported the density proposal as mentioned earlier this evening. <br />He believed the Downtown Specific Plan was removed from the General Plan update. <br /> Mr. Iserson said that was the intent and the density proposal could be considered in the <br />implementation of certain policies and programs that are included in the Downtown Specific <br />Plan. Staff would not need to modify the Downtown Specific Plan unless it proceeded in a <br />direction that went beyond what was envisioned for the Specific Plan. <br /> Mr. Sullivan believed the density proposal seemed like the next logical step in the <br />implementation of one portion of the Downtown Specific Plan. <br /> Mr. Iserson agreed and noted that it was something that staff was intending to work on. <br />City Council Priorities Workshop 13 08/23/05 <br />Minutes <br />
