<br /> Mr. Fialho recommended changing the project description as follows: explore <br />opportunities for open space protection and minimal development of remaining undeveloped <br />southeast hills. Establish an easement with public access that stretches from Shadow Cliffs to <br />Happy Valley Golf Course to Highway 84. Facilitate a process which includes property owners, <br />developers, affected neighborhoods, land trust organizations, City staff and City Council with a <br />goal to develop a consensus plan and protection of open space in perpetuity. <br /> Councilmembers McGovern and Thorne supported this priority with an amendment to <br />the project description as recommended by Mr. Fialho. <br /> Mr. Brozosky asked if the facilitated process could occur within a three to six month time <br />frame? <br /> Mr. Fialho said yes. <br /> Mr. Thorne believed the intent of this goal was to open up discussion and not be specific <br />with regard to objectives where the community wants to try and define what its southern border <br />would look like. He did not want this discussion to be driven with a predetermined conclusion or <br />objective. <br /> Mr. Brozosky agreed to support this goal. <br /> Ms. McGovern asked if the project description could be changed to state, "develop a <br />consensus plan for the southeast hills?" <br /> Mr. Sullivan said the wording "facilitating a process" needed to be included in the overall <br />project description. <br /> In response to an inquiry by Mr. Brozosky regarding the Chain of Lakes priority, Jerry <br />Iserson, Director of Planning and Community Development, said the process for would include a <br />discussion for the General Plan as well as working with Zone 7 and LAFCO in order for the <br />annexation to occur. <br /> Mr. Brozosky asked if the City had a right to annex the Chain of Lakes. <br /> Mr. Iserson said the Chain of Lakes is within the City's sphere of influence and is an <br />area that is programmed to be annexed to the City. He recalled the City has been advocating <br />annexation of the Chain of Lakes. <br /> Mr. Brozosky wanted to understand the advantages and disadvantages of annexing the <br />Chain of Lakes into the City. <br /> Mr. Fialho said staff would define a process and Council would then decide whether or <br />not to proceed. <br /> Mayor Hosterman asked if Council would lose anything by not prioritizing the annexation <br />of the Chain of Lakes for the next five years? <br /> Mr. Fialho did not see a down side of not pursuing this goal in the short term. He noted <br />that Zone 7 is currently using the Chain of Lakes for its storm water retention basin and will <br />continue to do so because it is conditioned to only use it for that purpose; this occurred when <br />City Council Priorities Workshop 12 08/23/05 <br />Minutes <br />
