Qualitv of Life - there were no changes to the priorities as listed in <br /> Attachment A to the staff report. <br />In response to an inquiry by Mr. Thorne, Mr. Fialho said an allocation of $50,000 has <br />been set-aside in a reserve account for improvements to the existing cemetery. Before these <br />funds can be expended, staff has informed the group currently working on the cemetery issue <br />that it needs to present a plan and/or proposal for review and consideration by Council. This <br />proposal could include establishment of a non-profit organization that would act as the <br />custodian of this site up to and including potentially the City acquiring this for maintenance, <br />which he would not recommend. From staff's perspective, the establishment of a non-profit <br />organization would be the preferred route. He noted that professional assistance, such as a <br />consulting service, would benefit the group working on this project. <br />12. Parks and Ooen Soace: <br /> (1) Open Space Protection of Southeast Hills - Councilmembers Brozosky, <br /> McGovern and Thorne their ranking from not a priority to a priority. <br /> (2) Alviso Adobe Community Park - Councilmembers Brozosky and <br /> McGovern changed their ranking from not a priority to a priority. <br />Ms. McGovern asked for an explanation for the purpose of the Open Space Protection of <br />the Southeast Hills and if it entailed bringing property owners together to discuss this area as <br />part of a Specific Plan similar to the Vineyard Corridor Specific Plan. <br />Mr. Sullivan said the purpose of this goal is to facilitate a process which includes <br />property owners, developers, affected neighborhoods, City staff, and other individuals who have <br />assisted in bringing money into a project to see if there is a way to develop a consensus plan to <br />minimize impacts to the environment for these developments, to minimize the impact to the <br />neighborhoods which is not limited to Hearst Drive, to meet the economic needs of the land <br />owners and developers, and to put this easement in perpetuity to protect the City's urban growth <br />boundary. <br />In response to an inquiry by Ms. McGovern, Mr. Roush said a specific plan is a <br />comprehensive development plan for a number of different properties. A specific plan could be <br />developed for the Foley, Lund and Lin properties. When a specific plan is presented from the <br />property owners, Council is more likely to have a successful specific plan as opposed to the City <br />itself being the sponsor of it. If Council was successful in getting the various property owners to <br />agree to a specific plan concept that met the Council's vision of that area, it might have success. <br />If Council attempted to implement a specific plan that only included the Council's vision, the <br />buy-in of the property owners would be questionable. <br />Mr. Fialho pointed out that the outcome of a discussion such as this could lead to a <br />specific plan. <br />Mr. McGovern concurred with Mr. Fialho's comments, which is how she envisioned this <br />goal.
