<br />Mayor Hosterman agreed with the concept of an Economic Summit and wanted to <br />broaden the project description to include Lawrence Liver Laboratories and the University of <br />California. <br />In response to an inquiry by Mr. Thorne, Mr. Fialho said staff's perspective on this issue <br />was that once it received the report from Bay Area Economics (BAE) which assesses the City's <br />current economic climate and opportunities, an adequate forum would be to present this report <br />to the Economic Vitality Committee, Chamber of Commerce and PDA in the context of the <br />General Plan discussion rather than identifying this as a separate priority. <br />Mr. Sullivan concurred with Mr. Fialho's suggestion and pointed out that this is not an <br />attempt to create a new Tri-Valley Business Council. <br />Mr. Fialho said his understanding of this priority is that staff would contact the various <br />stakeholders once the BAE report was completed which would be a launching point for <br />discussion and satisfy this priority. <br />Mr. Sullivan was referring to a Council workshop where various stakeholders would be <br />invited in the context of the General Plan update. The Economic Summit goal did not need to <br />be a separate priority as long as it was a part of the General Plan update. <br />Mr. Fialho recommended not specifying the Economic Summit as a separate priority and <br />rather affirm this process would occur as a part of the General Plan update. <br />Ms. McGovern was worried about the Revitalization of the Vintage Hills Shopping Center <br />priority, as no development has occurred for some time. <br />Mr. Brozosky mentioned he met with the property owner and the property owner is <br />committed to developing a shopping center. He noted there was a delay due to the hot <br />weather. <br />Pamela Ott, Economic Development Director, said she checks in with the property <br />owner to offer the City's assistance. Staff held a number of conversations with the property <br />owner about making this a solid neighborhood shopping center. Staff is impressing upon the <br />property owner that the quality of the businesses is significant to the success of this particular <br />shopping center. <br />g. Youth Proarams - there were no changes to the priorities as listed in <br /> Attachment A to the staff report. <br />During Council's discussion of the Capital Improvement Program (CIP), Ms. McGovern <br />mentioned that there was some language in the CIP that mentioned this play equipment did not <br />conform to the required national standards. She inquired about the status of this project? <br />As part of the CIP discussion, Mr. Fialho informed Council that he would return to <br />Council with a report as part of the mid-year CIP with suggestions for funding this project that <br />could be incorporated into the CIP for 2006/07. <br />In response to an inquiry by Mr. Brozosky, Mr. Fialho said this project entailed more than <br />replacing the play equipment.
