Ms. McGovern wanted the community to be aware that this project is a more complex
project that will impact many different areas both in Pleasanton and Dublin.
Mr. Brozosky mentioned the Tri-Valley Council reviewed this project some time ago and
the Council had some major concerns. He asked if this project would be submitted to Council
for its discussion and consideration in the near future?
Mr. Fialho said staff has some concerns about the project primarily with the visual impact
it creates approaching the direction of the Valley. Staff has been sharing its concerns with
BART officials. The Dublin Liaison Committee meeting will be held on August 25, which will
allow the Committee the opportunity to react to the two concept plans proposed by BART. After
this process, the Dublin and Pleasanton City Councils will hold a joint meeting to mutually react
to the proposals before any bond financing is secured.
Mr. Brozosky believed there was a chance to change the development as BART has
been considering strictly commercial development and is now considering potential housing.
Mr. Fialho pointed out that BART is adhering to a memorandum of understanding (MOU)
that states commercial on the Pleasanton side with a parking garage. In the context of the
General Plan discussions, Council has been discussing Transit Oriented Developments (TODs).
He asked BART officials to keep an open mind going forward and have a discussion with
Pleasanton Council about the possibility of dual zoning on this property to allow commercial or
residential development and let the market drive the development.
Mayor Hosterman expressed interest in TODs.
7. Calliooe Preserve Golf Course and Haoov Vallev Ooen Soace - Mayor
Hosterman changed her ranking from not a priority to a priority. The
project description was modified to include establishment of a Blue Ribbon
Committee to assess and evaluate options or solutions to the bypass road
issue in the Happy Valley area.
Ms. McGovern wanted to include moving forward with establishment of a Blue Ribbon
Committee to assess and evaluate options or solutions to the bypass road issue in the Happy
Valley area.
Mr. Fialho suggested the establishment of a Blue Ribbon Committee be added to the
project description for the Happy Valley Bypass Road Development project. This would allow
staff the opportunity to pursue the concept of a Blue Ribbon Committee discussion with the
Happy Valley neighborhood.
8. Economic DeveloDment - Council consensus to remove the Economic
Summit Goal as an individual priority as this process would occur as a part
of the General Plan update.
Mr. Sullivan said the inclusion of the Economic Summit could be a part of the fiscal
element of the General Plan. The goal of this project would be to conduct a workshop with
Council, the Economic Vitality Committee, the Chamber of Commerce, and the Pleasanton
Downtown Association (PDA) to discuss long-range goals for fiscal and economic issues.
City Council Priorities Workshop 9 08/23/05
Minutes
