Association has previously worked with the Church for the potential of developing the
land but it fell through.

Mr. Fialho indicated that this would be a separate discussion if this was
something the Council was interested in pursuing and financing. He believed that this
matter should be made part of the Parks Master Plan process that the City is currently
undertaking as part of the General Plan process, and that responsibility is currently
assigned to the Parks and Recreation Commission.

David Hartman, Teacher at Lydiksen School, addressed the Council regarding
the Alviso Adobe Community Park. Mr. Hartman understood the City's financial
concerns but believed the Alviso Adobe Community Park could still be developed in
some type of flexible manner. He also believes the Alviso Adobe Community Park
could be a historical landmark.

Mr. Fialho stated that the City has $2.9 million dollars set aside and a decision
has not been made as to whether the Alviso Adobe Community Park project will
proceed or be removed from authorized Council projects. He would like to bring the
entire Alviso Adobe project before Council to understand what is on the hillside and
what the projected costs are and for Council to make a policy decision. At this point, no
additional funds have been recommended nor has the project been removed from the
Council priorities.

Mayor Hosterman closed the meeting open to the public.

Mayor Hosterman asked for questions regarding the CIP from councilmembers.

Mr. Brozosky requested a breakdown of all CIP projects with a listing of the
current dollar amounts, what amounts would be added as well as the projected costs.

Mr. Bocian said staff would prepare a table that would cover all of the major
projects.

Mr. Brozosky questioned the Kottinger Park project and asked why the Housing
Commission wanted the project removed from the CIP, and whether this project was
related to affordable housing.

Mr. Bocian said there is nothing in the project that affects affordable housing and
it was the Housing Commission's viewpoint to put the money to better use.

Mr. Brozosky asked at what point would the Firehouse Arts Center come back to
Council for its review.

Mr. Fialho said this discussion would occur sometime in September, as the
estimated costs of construction will be about $3 million over budget if the City goes with
what the Committee has developed so far. Detail conversations need to be held as to
what staff recommends versus the Committee's recommendations, and then staff needs
to receive direction from Council in terms of how to proceed with the Firehouse Arts
Center.

City Council Workshop
14 06/08/05
