Mr. Fialho suggested that Council take action to direct staff to remove the location of the <br />ACE Train Station from the Bernal Property Site Plan Option One and direct staff to work with <br />the County and the Fair Board to find suitable alternatives. <br /> <br /> It was moved by Ms. McGovern, seconded by Mr. Sullivan, to remove the location <br />of the ACE Train Station from Option One and to direct staff to work collaboratively with <br />the County and the Fair Board to identify suitable alternatives including shared parking. <br /> <br /> Mr. Brozosky suggested leaving the location of the ACE Train Station in Site Plan Option <br />One as well as the possibility of leaving the ACE Train Station in its current location and direct <br />staff to look at the possibility of shared parking. <br /> <br /> Mr. Fialho noted that staff is exploring many options which include shared parking and <br />retaining the ACE Train Station in its existing location. From an Option One design standpoint <br />to begin to wrap the Specific Plan together, clear direction from Council to remove the ACE <br />Train Station as an option is needed, knowing full well that staff will aggressively pursue with the <br />County alternatives that meet the needs of the collective stakeholders. As part of the EIR <br />process, the location of the ACE Train Station at the Bernal property needs to be studied and an <br />analysis will be produced that shows the impact of the Station on the Bernal property. <br /> <br /> In response to an inquiry by Mr. Brozosky, Mr. Fialho said that providing direction to staff <br />with regard to the removal of the ACE Train Station on the Bernal property provides closure and <br />provides Council flexibility in the long term to reprogram that area for an open space amenity. <br /> <br /> Mr. Brozosky said this could be a sub-area that included a train station, open space, <br />basketball and tennis courts and open to what is eventually located in this area. He asked how <br />this would affect the EIR if Council made something that general at this location. <br /> <br /> Mr. Rasmussen said the EIR would evaluate whatever combination of uses the Council <br />wishes. He noted that staff would return to Council for its direction in determining the definition <br />of the alternatives to be included in the EIR, some of which are required by CEQA. <br /> <br /> Mr. Fialho pointed out that if Council removes the location of the ACE Train Station from <br />Site Plan Option One it would allow Council the flexibility to program that area for open space <br />amenities or sports related activities that could include an additional lacrosse field, soccer field, <br />tennis courts or other passive uses. <br /> <br /> Ms. McGovern noted that the public has voiced its concern about the location of the ACE <br />Train Station on the Bernal property, particularly as it pertained to noise and the proximity of the <br />two neighboring schools. <br /> <br /> Mr. Sullivan concurred with Ms. McGovern's comments.
